New York City Mayor Bill de Blasio says early indications are that the explosion "was an intentional act."
But de Blasio says "there is no evidence at this point of a terror connection" and there is no "credible and specific threat" to New York City.
Some social media users said the sound of the explosion was heard as far away as Hoboken, New Jersey, across the Hudson River from Chelsea.

"It was really loud, it hurt my eardrums. My 10-year-old boy was sat in the back seat of the car, and the explosion blew the back window out," said Tsi Tsi Mallett, who was in a car driving along 23rd Street when the explosion took place. Her son was not injured.

A device at a second location in Chelsea appears to be a pressure cooker with dark colored wiring coming out of the top center of the device. The device, mentioned earlier by police, is connected by silver duct tape to a small dark colored device attached to the outside of the pressure cooker, according to multiple local and federal law enforcement officials.
None of the officials would say at this point what was inside the pressure cooker.
