I havent heard any american liar, I mean politician say anything close to this. Well except for Dr Ron Paul, Tulsi and a couple other honest ones but they are marginalized from their parties.

Russian defense research industry is next to non-existent. The brain-drain that happened a couple of years ago took an entire generation of potential engineers and had them move to the West to make money. They are still there, and won't be going back to the crooked kleptocracy of the Russian Federation.
