I don't think it's up to Silver to decide which game of a B2B you rest. Priority games get teams two days off before playing, which was the concession the league made to prevent resting. They didn't do that here.
Anyway, NBATV doesn't count as nationally televised. No one paid the league huge money to have that game, so no one will be mad if it's boring. And I'm not sure how far in advance those NBATV games are set. They are definitely more fluid than ABC or TNT

NBATV only has actual infrastructure for games during the playoffs. Every other time, they're either just streaming the broadcast or having players BS while it's going on. They aren't part of the huge contracts that caused this push-back. NBATV has situations where they decide a week out or less which game they'll be showing. There are probably actual rules, but I don't know him. Coaches likely set a tentative rest schedule before the season. If Silver isn't going to dictate exact rest dates, he likely can't get on coaches for picking in a situation like this. Pop can legit say that OKC is more beatable than Detroit and that trying to flip the rest schedule could cost them a loss.
Plus on top of everything, the team will be back in OKC in March. And that game is on legit national television.

Verde may bounce back he was 0-7 against the Grizzlies in the last game. He could just all of a sudden go LDN just bc that’s what he does.
Murray is the dark horse. He’s had games where he can go on a flurry and look like the guy many (including me) thought could perhaps keep his starting spot... or he may look like the Murray of garbage time.
Frankly OKC is not scary except for the fact they are desperate and Joff’s rim protection is nonexistent. Maybe Costello plays hmmm?
Also, young Spurs are at risk of TO the ball too much, not enough chemistry or minutes played among them and some are already TO prone anyways.

I wasn't previously aware of it until I saw this tweet. The week in general is brutal for the guys, Lamarcus especially. This is a scheduled loss. The hope is that the young guys take advantage of their opportunities and that is all.
Hilliard and Costello have no chance to start and even though he exclusively plays PF, Bertans fits with staying big to start less than Anderson sliding up a position would.
Would think Mills starts because starters need someone who can score on perimeter, plus Forbes can fill his role off the bench. Mills should defend Roberson, Paul defend Westbrook and Green defend George.
Would also think Ginobili, Gasol and maybe even Mills don't play tomorrow.

REally not voting Manu for high scoring night bc if it goes south quickly he will be pulled and rested for the rest of the game. Garbage time statpadding is there for the taking. Somehow I think Dejounte is going to have a good game, but his matchup is tough. Davis off the bench, if he is hot, he can score in a flurry. Hope he has a good game. He needs a confidence boost.

It's not just a B2B, but the team is having a stretch of 5 games in a 7 night span while having a thin frontcourt with the injuries (and the choice they made on Joff who hasn't been reliable and has been injured himself)... Rudy has a sore right heel... what do you want to expose Aldridge in a game on the road where they were already going to have a rough time since it's a stretch of 5 games in 7 days and Aldridge has to be exhausted with the heavy minutes and burden.
