    And btw. "Has issued" is past tense. Occurs at a set point in the past and cannot continue. Nothing about that phrase says recency.
    "issued" is past participle

    "has" is present perfect

    Has issued indicates what I said. Argument by repe ion doesn't change that.

    It's also not singular by nature. Something could have been issued many many times.

    I showed you twice already. Do you need sources? It's present perfect used with a past participle, which indicates either:

    A. Unknown time of occurrence
    B. Still in play
    Guess you can't even remember what you post. Looks like two different times there.
