The FBI will investigate any suspected foreign intelligence contact, and can legally use assets to do so. Offering a briefing in which they don't disclose what they already know to be true 1) is consistent w a classified investigation and 2) offers an opp for ppl to come clean.

Further, if I believe someone is assisting a hostile foreign intelligence service but am not sure if they are doing so wittingly or unwittingly, the way I'd verify it is to say, "Hey, these people might be reaching out. Let us know if they do, here's my card."

An innocent person will immediately follow up and say, "Hey XYZ happened a few weeks ago." If they don't – and if they continue to have contacts without reporting – it's safe to conclude that they are participating "knowingly." Which is a key element for a FISA for an USPER.
