    So now we have a new bill in Congress to punish Russia for its nerve agent attack on Great Britain, that is already causing a drop in the Ruble.

    If the bill does not pass by another veto-proof majority, the theory that Donald Trump has been compromised would predict he will attempt a veto.
    The theory predicts he will speak out publicly against this, and attempt to fight it by persuading Congress to not pass it.

    If it passes by a veto-proof majority, he will sign it grudgingly, then drag his heels in implementation, as well as put out a signing statement that attempts to weaken the bill, by interpreting the language as narrowly as possible.

    Sergei Skripal, a former Russian spy, and his daughter Yulia Skripal were hospitalized and treated for a nerve-agent attack in March. Yulia Skripal was discharged from the hospital in April, and her father was discharged in May.
    The State Department notified Congress on Wednesday of the first of two potential tranches of sanctions required under the 1991 law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.
