Found it, and found where exactly the president's signing statement address that section. If you can't find it, ask politely, and I will give you the section. I would prefer you do your own work first though.

Again, read through the signing statement, and think about what the significance of signing statement are, i.e. the interpretation and intention of the executive branch with regards to the bill.
Find the sections where Russia is mentioned, and see what the President thinks about them.
