I think Mueller will defer to the SD NY (a little bit longer) just to keep Trump unsure of who to go after next - while the midterms change the political landscape. The statute of limitations are also a factor and Mueller probably sees that the GOP will not impeach - so why hurry the major crimes/indictments - since the statutes take effect once an indictment is rendered. IIRC - Felonies are 6 years in New York state.
Trump may or may not be impeached but will certainly be prosecuted after 2020 when he is out of office.

Considering that Manafort obtained a mysterious loan immediately after leaving Trump’s campaign and used that to leverage the purchase of multi-million dollar oceanfront property, looking into his finances seems like a fair bet.
