I doubt many posters read the Senate debate on the 1866 Civil Rights Act (that was the precursor of the 14 Amendment) I posted upstream, but the dilatory, free and fluent racism of Senator Cowan of Pennsylvania is astonishing from the standpoint of 2018. It is also possibly illuminating in more than one way.
Imagine how much these shy and hesitant and somewhat reticent-about-their-own-ideas, SpursTalk racists might keep inside without any outward clue.
In it's own time, it was very controversial but a tone of genteel tolerance pervades the record. The anno 1866 Senators are not angrily denouncing each other, but let Senator Cowan speak for as long as he wanted about upholding a white man's government, before curtly but genteelly dismissing him.
