Mr. Kemp, 54 years old, was one of only a few secretaries of state who declined DHS offers to help improve the security of state voting systems in 2016, as reports were beginning to emerge of Russia-backed hacking of state election systems. And in December 2016, Mr. Kemp accused DHS itself of hacking into his office’s network, which the department’s inspector general later concluded wasn’t a cyberattack but residual traffic from a government employee doing a proper check of the state’s firearms database.

look for any way, any crevice, any loophole, any convention to screw, protocol to violate, any place where such de able, greedy, bad-faith, -all-y'all behavior, the "optics", will not be held accountable, not be punished, where people are powerless to stop you so you can grab power + money to keep ing things up to suit the oligarchy and advance the oligarchy's coup d'etat.
With the Repugs polluting the Federal judiciary with extreme right wing politicized assholes-in-robes, even if you break the law, the Repug judges will rule in your favor, eg, North Dakota Repug judge allowing suppression of Indian votes to replace Dem Senator Heitkamp with a Repug.
If Kemp wins (slave-state, voter-suppressed, gerrymandered GA elect a black AND a woman? GMAFB),
his foul play, his cheating, his -YOU to democracy, will have been rewarded,
an example to other Repugs to play dirty, to cheat, to violate any and all ethics, norms, good-faith protocols, in pursuit of power,
because there will be no stopping them, no punishment.
