So do they have to pay it back when they get their back pay?
Yes, it says that explicitly in the article.

Pelosi’s premature rejection is a hypocritical renunciation of support for policies that Democrats once supported and – in some cases – still pay lip service to today.

Indeed, just five years ago, 54 Senate Democrats voted to double a portion of a southern barrier with Mexico, end chain migration, end the diversity visa lottery, and spend $40 billion on border security (almost eight times what the president is asking for now!).

    So what changed?

The person sitting in the Oval Office changed. Democrats now reject the very proposals they once voted for when President Obama sat in the same office.

If Obama's immigration bill was everything Trump and the GOP wanted as Fox News writer ducks is plagiarizing seems to claim, why couldn't they get a measly six votes from the Republicans in the senate?

Kidnapping and hostage taking, for extortion, shakedown, ransom

Trash proves yet again, he's less, classless, gutless, chicken , sicko bully with HUGE daddy problems

Bullies are "kick down" to the defenseless, from a position of power or authority

and "suck up" to power and authority (eg, Pootin, Duterte, Hitler, etc)

    Trash fits the profile perfectly.

Senate Republicans all but surrender to Trump on wall despite shutdown’s toll

Republican senators are standing staunchly behind President Trump’s demand for money to build a border wall,

even as the GOP bears the brunt of the blame for a standoff few in the party agitated for

Under pressure from conservatives to help Trump deliver on a signature campaign promise and unable to persuade him to avert the partial government shutdown,

these lawmakers have all but surrendered to the president’s will.

Their comments show how the cracks in the 53-member Republican majority that emerged at the outset of the shutdown have not spread beyond a handful of lawmakers.

Now would be the time for Pelosi to bring a counter-proposal that's out of the question, like Medicare for all in exchange for the Wall.

Easy to pitch since it would be giving the GOP an out for replacing Obamacare, and also giving Trump his wall, but impossible to pass on the Senate (much like Trump's wall on the House).

Basically, saves the Dems the go-to play from Mitch here, which is to start complaining Dems won't negotiate his bill, or items like the Wall are off the table.

Trump voters now blame him for the government shutdown

“What the [expletive] were we thinking?” you stupid

The shutdown fight, as it has played out over the past month, is

further eroding the president’s support among voters who like the idea of beefing up border security —

but not enough to close the government.

Many here, even those who still support Trump, say they hold him most responsible. They recite his comment from the Oval Office that he would be “proud to shut down the government.” When he said it, they listened.

    “It’s silly. It’s destructive,”

“I was certainly for the anti-status quo . . . I’ll be more status quo next time.” the status quo will still you

“As a community it affects us because other people are being affected,” “whether we know them or not.

Maybe I’m getting too yoga-like, but we are all connected. It affects everyone. It affects us as a nation.”

shutdown has caused skittishness among parts of Trump’s base

his net approval rating had dropped seven points since December.

among suburban men, whose approval rating of Trump fell a net 18 percentage points,

“I was doing fine with him up until this government shutdown,” he said.

“It’s ridiculous. You’re not getting the wall built for $5 billion.

And Mexico is not paying for it, we all know that, too.

Meanwhile, it’s starting to turn people like me away.”

Federal courts will run out of money by Friday due to shutdown — including Mueller’s grand jury

Schneider said the FBI was already feeling the pinch, as unpaid agents and support staff alike were relying on the help of food banks to get by.

The FBI Agents Association, she said, would be releasing a 70-page report that will describe “how the government shutdown is impacting daily operations and investigations.”

“The judiciary [is] warning that if the government doesn’t re-open by Friday, funding will be even more significantly impacted and additional court-related payments could be shut off.”

“The courts are warning really that funding could run out.

They say the trials will still be going but they have already had to cut back on payments to jurors,” she continued.

“Interestingly, that could impact the grand jurors who are seated for the Robert Mueller probe.”
