Pretty much. The larger question about why this guy has so many people willing to be greedy ass criminals around him begs the question about what kind of boss would encourage that environment, and what that means for the executive branch overall. "tone at the top"

He "gave" the money to HIS charity (the one with his name on it, that he was CEO of) (for a tax write off) to buy a painting. That painting ended up in his office.
Self-dealing is a HUGE no-no and a clear tax law violation. You con't lie to the IRS about this kind of thing, and this was not the only instance.
This is why the state of new York is up his ass.

If there are serious crimes and the evidence is overwhelming - there is no reason why a president cannot be indicted.
There is a DOJ policy - and everyone just accepts that as gospel -but it is just a policy.
A prosecutor in the SDNY - can weigh everything and make a decision to indict.
