Mueller didn't say anything new today that wasn't already said in the report. The AG, the President, and the rest of this administration were able to take advantage of the lazy illiteracy of Congress, the media, and the voters, to spin a complete fabrication about what the report said. The media, even on the "liberal" side, has spent more time reporting on what various actors *said* about the report than what was said *in* the report for everyone to read.

The actual report gives some very specific and material limitations on what they did and didn't find, that you didn't post here. You won't bother reading the full report to understand it for the same reason that creationists or flat-earthers won't pick up books on science.

Rosenstein didn't really tie Mueller's hands. Muellers mandate had to be limited to the confines of the law. Even within those limitations, what they found was still systemic and pervasive collusion. Well over a hundred different contacts of various levels/substance that they know about, including some rather telling datasharing and secret direct meetings. The ultimate problem is that they had to both find a specific law that was broken, and gather enough evidence to base charging decisions on.
"collusion" is not a specific crime.
