Would Christchurch shooter and this elpaso shooter have the avenue to express their hatred and politicise their actions? Maybe they'll find a different avenue, but it certainly would have decressed the likelihood of these events

Which is what I said earlier. Unless you're LE or military, most concealed handgun owners have only shot at paper targets in a controlled environment and have certainly never been shot at. And unless a shooter is nearly within arm's reach, staying the out of the way is what most people are going to do.

The other issue is that these mass killers are almost always carrying semi-automatic rifles and the standard cop is carrying just a hand gun with little ammo. It's typically an unfair fight to begin with if it's one-on-one as you would expect it to be in the very first moments of a shooting event.
Tactical smarts sometimes precludes an immediate firefight. Very true.
