It's just a continuing strategy to prepare the Internet for Gov't takeover, or a sharing of the Internet with it's rightful creators & owners.
They're trying a myriad of insurgencies to get at that boundless structure of power & $ the Internet possesses. They're jealous because they didn't get there first, A. & B, they didn't commandeer it early on when ownership was still in infancy & not sealed on the land like it is now.
It's fascinating to watch Gov't circle the Internet, desperate for a landing spot, a harbor, a niche where they can be legally anchored & able to wrest power from the rightful owners. They do it well, but, they'll play gettin' it done here, in broad daylight, where they must work. They can't do this in the shadows as is their SOP.
