That's something that makes the Spurs' OFTA stat all the more impressive, as they've lead the league or basically been in the top-five (the exception being two years where they were sixth) every year since their first championship.
The rules change/point-of-emphasis has played its part in the decline, no doubt, but I don't think it's played as big a part as what I've already alluded to. Reason being, Tony and Manu would seem to be beneficiaries of such a rule; wouldn't the combination of their benefit and Tim's detriment balance out a little better (honest question)?
And does anyone remember, off hand, the exact changes and years each were implemented? I obviously remember the '06 point-of-emphasis that absolutely raped the Spurs against the Mavs and had the Heat do the same to Dallas in the Finals (karma's a), but wasn't there one or two other changes prior?
