The study found an unusually high number of errors in the data Boeing gave to the Homeland Security Department.
Trouble with the invisible fence began in the design phase, when the Homeland Security Department set demands for the technology that surpassed what was available at the time. The department required, for example, that the system help Border Patrol agents be in position to apprehend 90% of the incursions over the border, but the technology has achieved only a fraction of that goal.

There isn't enough information to consider here. They pulled the plug on all but the 53 miles, but probably didn't realize that does nothing for the research and development costs.
I think there was very little R&D, just installation and hooking off-the-shelf stuff up.
If the government gave a about stopping illegal immigration, they'd throw employers in prison for employing them.

Pretty much. This country is all about subsidizing agriculture. Could you imagine how much better the quality of beef in this country would be if the packers had to hire Americans? Americans who wouldn't stand for only having seconds to cut stomachs from each carcass, thereby ensuring less is spilled into the meat?

Agreed. We don't need a fence. We just need to make it impractical for them to be here. But since there is no one solution the government will do to act upon their cons utional mandate, we need to press them on all aspects.
And it's one reason why the republicans lost the majority. They stopped listening to their voters.
