I don't know what the minimum makes or attempts is to qualify for the record, so you certainly could be right. But PTR said he qualified (for what its worth). And ESPN has him leading the "qualified" season leaders:

I thought the minimum to qualify for the record was 100 attempts, but I certainly could be wrong.
Whether its official or not, its still cool.
EDIT: Basketball reference says to qualify you must have 82 makes. So, you're right. Interestingly, the minimum makes was only 55 as recently as 2013, in which case, Pau with 56 makes would have the record.

Tony shoots a good percentage from 3, he just doesn't shoot many. If he made 2 per game during the playoffs, that would give the Spurs a puncher's chance.
