The court order came in response to a lawsuit by the National Treasury Employees Union (https://www.nbcnews.com/politics/doge/union-sues-russell-vought-doge-access-cfpb-treasury-department-rcna191419) and the CFPB Employee Association, among other groups, that sued (https://storage.courtlistener.com/recap/gov.uscourts.dcd.277287/gov.uscourts.dcd.277287.7.0.pdf) the agency and its acting director Russell Vought this week. They had asked the judge to “declare unlawful and set aside the defendants’ actions and intended further actions to dismantle the CFPB.”
The ruling by U.S. District Judge Amy Berman Jackson prevents any mass firings at the agency and prohibits the deletion of agency data.
“Defendants shall not terminate any CFPB employee, except for cause related to the specific employee’s performance or conduct; nor shall Defendants issue any notice of reduction-in-force to any CFPB employee,” the judge wrote.

National Nuclear Security Administration officials on Friday attempted to notify some employees who had been let go the day before that they are now due to be reinstated — but they struggled to find them because they didn't have their new contact information.
In an email sent to employees at NNSA and obtained by NBC News, officials wrote, “The termination letters for some NNSA probationary employees are being rescinded, but we do not have a good way to get in touch with those personnel.”
The individuals the letter refers to had been fired on Thursday and lost access to their federal government email accounts. NNSA, which is within the Department of Energy and oversees the nation's nuclear stockpile, cannot reach these employees directly and is now asking recipients of the email, “Please work with your supervisors to send this information (once you get it) to people’s personal contact emails.”

An independent federal oversight agency has deemed at least some of President Trump’s mass firings of probationary period employees unlawful, creating a pathway for those employees to regain their jobs.
The Office of Special Counsel, the agency responsible for investigating illegal actions taken against federal employees, issued its decision for six employees, each at different agencies. While the decision was technically limited in scope, it could have immediate impact on all terminated staff at those six agencies and could set a wide-ranging precedent across government. It has not been made public and was provided to Government Executive by a source within the government. OSC, which did not provide the document to Government Executive, verified its authenticity.
OSC has turned the case over to the quasi-judicial Merit Systems Protection Board for enforcement of its findings and is so far requesting a 45-day stay on the firing decisions. The agency said it will use that time to further investigate the dismissals and determine the best way to mitigate the consequences from the apparent unlawful actions.
MSPB has three business days to issue a decision on the stay request. If it does not act by that deadline, the stay will go into effect.

By law, agencies terminating employees in their probationary periods must do so because their “performance or conduct demonstrates that they are unfit for federal employment.” OSC found, however, that agencies had mass fired their employees without specifying what performance or conduct issues individual employees presented. In some cases, agencies did not cite performance or conduct at all. It noted the language agencies used in their termination notices were “quite similar” to one another and none of the firing letters “provide any detail or individualized assessment.”
OSC investigated the backgrounds of the employees who made the complaint to the agency and found none of them had any indication of poor performance or conduct in their histories and instead had received only exemplary evaluations.
“Based on public statements, the agencies’ decision to terminate large numbers of probationers was to accomplish reorganizations and cost savings,” OSC said. “In other words, a RIF.”
Agencies improperly firing their employees have denied them of pay, benefits, possible accrual of tenure and due process rights, OSC said. Some employees, due to their high performance marks and federal layoff procedures, would not necessarily lose their jobs under a RIF.
Some of the probationary firings more specifically violated rules surrounding those dismissals, OSC said. Agencies must use the “trial period” to earnestly assess employees’ performance.
“This requirement is not a simple bureaucratic technicality—compelling agencies to assess the specific fitness of each employee prior to terminating them ensures that outstanding employees are not arbitrarily lost and that terminations are truly in the best interests of the federal service and consistent with merit system principles,” OSC said.

Unlike Joe Biden’s DEI hiring, the SYCOPHANT’s scoring system is fair. While DEI takes things like race and ethnicity into account, the SYCOPHANT is totally race-neutral. Just because the SYCOPHANT awards points for being racist doesn’t mean it gives preference to candidates of a particular race. It’s totally possible to be racist against your own ethnic group. In mid-February, Trump administration leaders received a desperate warning from their diplomats posted in Vietnam, one of the most important American partners in Asia.
Workers were in the middle of cleaning up the site of an enormous chemical spill, the Bien Hoa air base, when Secretary of State Marco Rubio abruptly halted all foreign aid funding. The shutdown left exposed open pits of soil contaminated with dioxin, the deadly byproduct of Agent Orange, which the American military sprayed across large swaths of the country during the Vietnam War. After Rubio’s orders to stop work, the cleanup crews were forced to abandon the site, and, for weeks, all that was covering the contaminated dirt were tarps, which at one point blew off in the wind.
And even more pressing, the officials warned in a Feb. 14 letter obtained by ProPublica, Vietnam is on the verge of its rainy season, when torrential downpours are common. With enough rain, they said, soil contaminated with dioxin could flood into nearby communities, poisoning their food supplies.
Hundreds of thousands of people live around the Bien Hoa air base, and some of their homes abut the site’s perimeter fence, just yards from the contaminated areas. And less than 1,500 feet away is a major river that flows into Ho Chi Minh City, population 9 million.
“Simply put,” the officials added, “we are quickly heading toward an environmental and life-threatening catastrophe.”
They received no response from Washington, according to three people familiar with the situation.
Instead, Rubio and Peter Marocco, another top Trump appointee, have not only ordered the work to stop, but they also have frozen more than $1 million in payments for work already completed by the contractors the U.S. hired. The company overseeing the project is Tetra Tech, a publicly traded consulting and engineering firm based in the U.S., and a Vietnamese construction firm has been tasked with the excavation work.
Then, on Feb. 26, Rubio and Marocco canceled both companies’ contracts altogether before apparently reversing that decision about a week later, agency records show. A half-dozen staff members left a unit in the agency that builds reactors for nuclear submarines.
And a biochemist and engineer who had recently joined the agency as head of the team that enforces safety and environmental standards at a Texas plant that assembles nuclear warheads was fired.
In the past six weeks, the agency, just one relatively small outpost in a federal work force that President Trump and his top adviser Elon Musk aim to drastically pare down, has lost a huge cadre of scientists, engineers, safety experts, project officers, accountants and lawyers — all in the midst of its most ambitious endeavors in a generation.
The nuclear agency, chronically understaffed but critically important, is the busiest it has been since the Cold War. It not only manages the nation’s 3,748 nuclear bombs and warheads, it is modernizing that arsenal — a $20-billion-a-year effort that will arm a new fleet of nuclear submarines, bomber jets and land-based missiles.
Since the last year of the first Trump administration, the agency has been desperately trying to build up its staff to handle the added workload. Though it was still hundreds of employees short of what it had said it needed, it had edged up to about 2,000 workers by January.
Now, with the Trump administration’s buyouts and firings, the agency’s trajectory has gone from one of painstaking growth to retraction.
More than 130 employees took the government’s offer of a payout to resign, according to internal agency documents obtained by The New York Times that have not previously been reported. Those departures, together with those of about 27 workers who were caught up in a mass firing and not rehired, wiped out most of the recent staffing gains.
Engaged in top-secret work, tucked away in the Energy Department, the agency typically stays below the public radar. But it has emerged as a headline example of how the Trump administration’s cuts, touted as a cure-all for supposed government extravagance and corruption, are threatening the muscle and bone of operations that involve national security or other missions at the very heart of the federal government’s responsibilities.

A list circulating inside the Energy Department suggests cutting funding for the development of four hydrogen production hubs in mostly Democratic-leaning states while maintaining funding for three hubs spread across mostly red states, three people familiar with the plan said Wednesday.
The cuts, if carried through, would politicize the federal funds that Congress and the Biden administration awarded to seven regional applicants as part of the bipartisan infrastructure law.
The funding cuts are under consideration amid President Donald Trump’s directive to cut government waste and eliminate climate-focused spending enacted during the Biden administration. Previous submissions for spending cuts from DOE offices included potentially eliminating federal funding for all seven of the hydrogen hub projects.
The first tranches of funding for the seven selected hubs in the $7 billion program were delivered to recipients before the Biden administration left office. The sites were envisioned to help speed development of hydrogen as a clean fuel that could help reduce greenhouse gas emissions in difficult-to-decarbonize industries, such as fertilizer production, steel making, and electricity generation.
A spreadsheet of the projects prepared by DOE and obtained by POLITICO labeled each hub as “cut” or “keep.” Out of seven projects, only the four planned for primarily Democratic-leaning states are recommended to have their funding pulled back, according to people familiar with the latest iteration of the plan.
On the cut list: the Pacific Northwest hub spanning Oregon, Washington and Montana; the ARCHES hub in California; the Midwest regional hub linking Illinois, Indiana and Michigan; and the Mid-Atlantic hub in Pennsylvania, Delaware and New Jersey.
On the keep side: the Heartland hub that spans Minnesota, South Dakota and North Dakota; the Appalachia hub in Ohio, Kentucky, West Virginia and Pennsylvania; and HyVelocity in Texas and Louisiana.

The Trump administration is planning to close a small, obscure laboratory whose work undergirds everything from microchip manufacturing to nuclear fusion.
TheAtomic Spectroscopy Group (https://www.nist.gov/pml/quantum-measurement/atomic-spectroscopy) at the National Institute of Standards and Technology (NIST) provides the definitive measurements of atomic spectra. Spectra are specific sets of colors emitted by different atomic elements. Those sets of colors act as atomic fingerprints that are used to characterize a wide variety of things — from the gases in far-off stars, to the blood in a person's finger.
The laboratory has been in continuous operation for more than 120 years, but in mid-April it will be forced to close, according to a letter sent by the lab's head, Yuri Ralchenko, to dozens of colleagues around the world.
"We were recently informed that unless there is a major change in the Federal Government reorganization plans, the whole Atomic Spectroscopy Group will be laid off in a few weeks," Ralchenko wrote in the letter, which was emailed on March 18 and seen by NPR. The letter was first reported (https://www.wired.com/story/nist-doge-layoffs-atomic-spectroscopy/) by Wired.
Ralchenko says in the letter that he was told "our work is not considered to be statutorily essential for the NIST mission."
But thousands of scientists and engineers disagree. A petition (https://www.change.org/p/oppose-the-layoff-of-the-nist-atomic-spectroscopy-group?recruited_by_id=72cffe70-0976-11f0-8599-f1a4bd7efb22&utm_source=share_petition&utm_campaign=psf_combo_share_initial&utm_term=psf_combo_share_initial&utm_medium=copylink) is now circulating to reverse the closure, and it had received close to 3,000 signatures as of Wednesday. Among the signatories is Nobel Prize-winning physicist Sheldon Glashow.
"I cannot believe that the government would be stupid enough" to slash this kind of work, Glashow said in a video statement.
The laboratory maintains a database (https://www.nist.gov/pml/atomic-spectra-database) of atomic spectra that are the standard reference used to ensure devices are functioning correctly. Every month, the database receives around 70,000 queries from around the world and is cited in at least two scientific papers, according to a recent post (https://www.nist.gov/blogs/taking-measure/shedding-light-how-nists-light-database-helps-bring-you-computer-chips-welded) about it on NIST's website.
In addition, the laboratory conducts precise measurements of ultraviolet atomic spectra that are critical to developing advanced microchips. Ultraviolet light is used to etch tiny circuits, and advances in the field require detailed knowledge of the atomic spectra of elements in the extreme ultraviolet. There are a handful of facilities that research ultraviolet spectra, and this group is one of them, Goldschmidt says. It also studies plasmas, which are ionized gases that enshroud nuclear fusion reactions. Researchers around the world are pursuing fusion as a clean and virtually limitless form of energy, and detailed knowledge of plasmas is essential to that development.
Neither NIST nor its parent agency, the Department of Commerce, responded to NPR's inquiries about the closure, but the savings from closing the lab would be minimal. NIST's annual budget is just $1.5 billion, less than 0.02% of the government's $7 trillion annual budget.

The survey data comes primarily from Freddie Mac, one of those secondary-market giants. But it’s CFPB’s job to manually calculate and publish the APOR tables to keep the mortgage market humming. Yesterday, I started hearing from people worried that with the CFPB in shutdown mode, they wouldn’t publish the APOR tables. Per the statute (https://www.consumerfinance.gov/rules-policy/regulations/1003/4/#a-12-i), lenders could use the last published rate as a guideline in the short term, but if mortgage rates rose, those would quickly become obsolete. They could try to calculate APOR themselves, but that might not have any legal sanction.
Georgetown Law professor Adam Levitinexplained the stakes (https://www.creditslips.org/creditslips/2025/02/unintended-consequences-of-standing-down-the-cfpb.html) in a post late Monday night. Lenders would either not make loans at risk of coming in above APOR, or would raise rates on loans below APOR to compensate, costing borrowers potentially tens of thousands of dollars in financing. OSLO (Reuters) -Norway's Equinor will halt offshore construction of its Empire Wind I project in New York State, following a stop-work order from U.S. Interior Secretary Doug Burgum, the company said on Thursday.
The sudden order marks a major blow for the company and the nascent U.S. offshore wind industry, which previously enjoyed substantial support as part of former President Joe Biden's plan to decarbonise the power grid and combat climate change.

The Environmental Protection Agency is planning to stop requiring oil refineries, power plants and other industrial facilities to measure and report their greenhouse-gas emissions (https://www.propublica.org/article/trump-epa-greenhouse-gas-reporting-climate-crisis), as they have done since 2010, making it difficult to know whether any of the policies meant to slow climate change and reduce disaster are effective. The Food and Drug Administration is suspending a quality control program for testing of fluid milk and other dairy products due to reduced capacity in its food safety and nutrition division, according to an internal email seen by Reuters.
The suspension is another disruption to the nation's food safety programs after the termination and departure of 20,000 employees of the Department of Health and Human Services, which includes the FDA, as part of President Donald Trump's effort to shrink the federal workforce.

Grade "A" milk, or fluid milk, meets the highest sanitary standards.
The testing program was suspended because FDA's Moffett Center Proficiency Testing Laboratory, part of its division overseeing food safety, "is no longer able to provide laboratory support for proficiency testing and data analysis," the email said.

On Thursday, HouseReps. Bobby Scott (D-Va.) and Suzanne Bonamici (D-Ore.) introduced a formal inquiry demanding more information from Health and Human Services Secretary Robert F. Kennedy Jr. on the decision to dismantle the Administration for Community Living (https://www.motherjones.com/politics/2025/03/rfk-hhs-acl-community-living-shutdown/) (ACL), which oversees programs vital to independence and quality of life for disabled and aging adults. Kennedy’s HHS moved to close the agency at the end of March as part of massive layoffs and cuts expected to claim some 10,000 federal jobs and drastically reduce services.
Reps. Scott and Bonamici’s inquiry requests all communications, including meeting notes and legal memos, from both President Donald Trump and Secretary Kennedy that touch on the agency’s proposed elimination, layoffs of ACL employees; discussions on dismissing its leadership, grant terminations, actions related to Kennedy’s ‘‘HHS Announces Transformation to Make America Healthy Again’’ release announcing the move, and evidence of actions showing that laws governing ACL’s congressionally mandated work will still be followed, such as federal compliance with the Older Americans Act and Assistive Technology Act.
“HHS Secretary Kennedy’s decision to eliminate ACL is unacceptable and will be harmful to the millions of Americans who benefit from essential programs like Meals on Wheels,” Bonamici said in a statement. “We are demanding answers about why and how Secretary Kennedy made this harmful decision and will keep up the pressure until it is reversed.”
If the House Education and Workforce committee to which the inquiry is referred does not take action within 14 days, Scott and Bonamici can bring a motion demanding accountability before the House as a whole.
