IMO its standard procedure.
Boozer and Okur will stay with Jazz.
I see the Spurs as making significant, good, moves to put them back into the le picture but 'Sheed being that final hole to be filled in order to actually win it. 'Sheed could essentially be the difference-maker for the Spurs, so I'm not sure how much more significant of a role any contender out there could give him.
With Garnett and Perkins, it's not even a given he'd be best starting.
As for the West v. East, I disagree.
Other than the Lakers, I don't see a championship-winning squad. There's a very good team in Denver, an up-and-coming team in Portland, and then some former western-powers in decline or transition. With the Spurs' moves, they seem to be the only credible challenge in the short-term.
The East's perpetual also-rans like Atlanta, Charlotte, and Philly are all on the rise and the strength of the conference, Cleveland, Boston, and Orlando, gives the East one more legit le-contender than the West.(L.A. and S.A.)
I could easily argue that the playoff gauntlet to a le in the East is just as dicey a proposition.

In the east right now you have to go through Boston, Cleveland, and Orlando.
The calculus is pretty simple there.
