Is it CA? Sucks - 40% off the top of dd's housing stipend. She and her friends hope to eventually end up in Seattle - CA is a killer for taxes and housing - no matter how nice the weather is.
Should probably be paying a bit more at the federal level, my blended rate was under 25% when you include income/SS/Medicare and I'm in the top 5% of earners. The SS cap is ridiculous, over half my income was exempt, lift it and SS is solvent for eternity. Again, top 5% earner and would have only cost me $7k. Even including a high income-tax state like MD, my total taxes are under 32% and I haven't even filed yet, I usually get ~$8k back.
I did. Had a very good year, fortunately. This year is looking even better, knock on wood.

I agree with this mindset, but sometimes it's unavoidable. I changed jobs this year and had a month of accrued vacation on my last paycheck at my old job and taxes on that check were withheld using the assumption that paycheck was my normal income.
I'm also getting a decent sized bonus this year and taxes on that are going to be withheld the same way.
Because they can't trust your ass to send the dough. They'll take their end first.
We caught a damn $10,000 penalty that's accruing interest because they said my wife didn't file. Even though it's clear we filed a joint return. It's been going on for 3 years.
