There is no cap space. Gay already signed his deal and it was the Non-Tax MLE. So that means, they cannot use cap space this year. A trade could still be possible and depending on whether or not SA is taking on salary it could be the hard cap is the reason Pau is not signed.
But Mills makes even less sense to me in this context as to why he's not formally signed.

Sure, but no matter what SA can only offer the min contracts or limited exception they have. Shouldn't matter unless there is no actual agreement that Pau will be back which seems HIGHLY unlikely.
If we trade Tony somewhere and attach a pick but take back no salary, doesn't a move like that open up around 15M in space to use elsewhere?
^ I agree, there is either a salary cap order to signing certain players, future moves still in the works, or a combination of both.

I'm not sure either but, it's the only thing that makes sense to me. If it didn't work like that then there no plausible reason for them to delay sign g the guys they are bringing back.

There has to be some kind of provision built in that if they don't end up over the cap from resigning their own free agents then they'd have to leave enough cap room to fit that Gay contract, right?

They can't if we are to believe that Gay signed using the MLE. SA could renounce Pau and is cap hold is gone, but that alone would not put them far enough under the cap to not have the MLE still in play IIRC
But in theory, since it's not official, if SA renounced let's say Pau/Manu/Simmons/Mills cap holds, I'm assuming Gay's contract would then become in violation and it would be converted to cap space. But not sure.
If they renounced everyone I think they only have about 85 million in salary and are under the cap by way more than the MLE though.
If LeBron wants to play for Pop it will. Of course he would have to handle the situation good like tell the Cavs fans I will be back and end my career as a Cavalier. San Antonio Spurs is the only team LeBron could leave Cleveland for and he won't get ripped by the fans and the media. So it's your opinion, ain't impossible but I wouldn't bet the farm on it either.

Some team needs to have a brawl vs those Warriors, pretty sure Curry would go hide behind Durant. Warriors are so soft, Green with his big tough guy act. ZaZa deserves to get tripped out there for what he did to Kawhi. Of course violence doesn't solve anything and it's not a good way to resolve problems it's just that todays NBA is softer than jello. I wish some team vs Warriors would not take their crap with Green and ZaZa.

I tend to attribute the hold up to JSimms...
The hold up is most likely due to Simmons. They'll try to fit in his new salary + Pau's + Gay's and stay below the tax. They may even want to pay Manu if there's some room left.
Depending on the other contracts it's also possible that Mills's contract could be a bit less than originally announced, just like Danny Green eventually got a bit less in 2015.
