But the study doesn’t appear to exist.

Lyn Redwood, a former leader of Children’s Health Defense, an anti-vaccine group that lists US Health and Human Services Secretary Robert F. Kennedy Jr. as a founder, is scheduled to give the presentation Thursday at a meeting of the CDC’s Advisory Committee on Immunization Practices.

The slides, posted online Tuesday, cite a 2008 study in the journal Neurotoxicology by “Berman RF, et al,” called “Low-level neonatal thimerosal exposure: Long-term consequences in the brain.” The presentation claimed that results from a study in newborn rats suggest long-term “neuroimmune effects” from the vaccine preservative.

The citation appears to refer to Dr. Robert F. Berman (https://health.ucdavis.edu/neurological-surgery/team/702/robert-berman---brain-injury-medicine---neurodevelopmental-disorders---neuroscience-research), a professor emeritus at the University of California Davis, whose research has focused on brain injury and neurodevelopmental disorders.

However, “I don’t have a publication in Neurotoxicology by that title,” Berman told CNN. “The reference in the slide set, as far as I know – at least with me as a coauthor – does not exist.”

Noem then failed to disclose the $80,000 payment to the public. After President Donald Trump selected Noem to be his secretary of the Department of Homeland Security, she had to release a detailed accounting of her assets and sources of income from 2023 on. Lewandowski’s reach is so extensive, and so disruptive, that it’s even ticked off the president.

Lewandowski and Noem are widely believed to be engaged in an extramarital affair with one another. They deny this, but such rumors were reportedly enough to help dash Lewandowski’s attempt to be named Noem’s chief of staff earlier this year.



But now he de facto serves in that role anyway, Terris writes. DHS officials describe him as Noem’s “handler” or “bulldog” (uh oh! (https://newrepublic.com/post/181065/kristi-noem-defends-puppy-murder-trump)), as well as a “shadow secretary.”

Lewandowski works at the department as a “special government employee,” a designation for temporary personnel who work unpaid for no more than 130 days a year—though he’s reportedly gone to great lengths to avoid counting days toward this limit. The designation comes with a key benefit for Lewandowski: He can work for Noem while still conducting business with undisclosed outside clients.

At DHS, Lewandowski is said to be “a micromanager who will approve and deny travel requests made by ICE employees.” He has also fired and reassigned dozens of staffers, who are afraid to say anything back lest he “rip their heads off,” according to one person close to the Trump administration.

Terris recounts several instances of Lewandowski’s influence at DHS.


When a DHS employee responded to orders from Lewandowski over the phone by saying he reported to Noem, “all of a sudden, you hear the secretary say, ‘It’s coming from me,’” a source told Terris. “She was on the call, in the background, not saying anything.”

Matt Strickland, a former government contractor for DHS, said “Lewandowski is running DHS. Kristi Noem is just the face of it.” Strickland said Lewandowski must greenlight every major decision in the department’s Countering Weapons of Mass Destruction Office.

You hired my friend, or you didn’t hire my friend.’ That place just runs that way.”

“It’s the Corey show over there,” said a former administration official.

Lewandowski and Noem, according to an administration official Terris cites, “sort of avoid being at the White House” so as not to be “overexposed.” Last month, reports about delays resulting from the $100,000 rule compromised this effort: Such reports “caught the attention of the White House, which is now monitoring Lewandowski’s hours and, according to the administration official, complaining about how difficult Noem can be to reach.”



This month, Terris reports, Noem and Lewandowski were summoned to the Oval Office by the president regarding “concerns about their management style.” An administration official said Trump was particularly “mad” about Lewandowski’s inability to “get along with anybody.”

There is no practical reason to do this: he has easier and more secure ways to communicate with the commanders. And there are obvious risks: the entire armed forces of the United States, spread around the world, will be without its leaders. Given that the government could well shut down the next day, the separation of commanders from their command might be indefinite.


And if Hegseth has his way, those generals and admirals will all be in one site, announced in advance, which means that the entirety of the American command structure will be more vulnerable, physically, than in any conceivable military scenario, including nuclear war. There is no scenario other than this one in which they would all be in the same place at the same time.

On Halloween morning, FBI Director Kash Patel had a big announcement to make: “The FBI thwarted a potential terrorist attack,” he said in a 7:32 a.m. social-media post that referenced arrests in Michigan.

Two friends of the alleged terrorists in New Jersey and Washington state caught wind of the arrests and moved up plans to leave the country, according to court documents and law-enforcement officials familiar with the investigation.

Justice Department leaders complained to the White House about Patel’s premature post, saying it had disrupted the investigation, administration officials said.

On Oct. 2, the second day of the government shutdown, Homeland Security Secretary Kristi Noem arrived at Mount Rushmore to shoot a television ad. Sitting on horseback in chaps and a cowboy hat, Noem addressed the camera with a stern message for immigrants: “Break our laws, we’ll punish you.”

Noem has hailed the more than $200 million, taxpayer-funded ad campaign as a crucial tool to stem illegal immigration. Her agency invoked the “national emergency” at the border as it awarded contracts for the campaign, bypassing the normal competitive bidding process designed to prevent waste and corruption.

The Department of Homeland Security has kept at least one beneficiary of the nine-figure ad deal a secret, records and interviews show: a Republican consulting firm with longstanding personal and business ties to Noem and her senior aides at DHS. The company running the Mount Rushmore shoot, called the Strategy Group, does not appear on public documents about the contract. The main recipient listed on the contracts is a mysterious Delaware company, which was created days before the deal was finalized.

No firm has closer ties to Noem’s political operation than the Strategy Group. It played a central role in her 2022 South Dakota gubernatorial campaign. Corey Lewandowski, her top adviser at DHS, has worked extensively with the firm. And the company’s CEO is married to Noem’s chief spokesperson at DHS, Tricia McLaughlin.

The Strategy Group’s ad work is the first known example of money flowing from Noem’s agency to businesses controlled by her allies and friends.

Government contracting experts said the depth of the ties between DHS leadership and the Strategy Group suggested major potential violations of ethics rules.

“It’s corrupt, is the word,” said Charles Tiefer, a leading authority on federal contract law and former member of the Commission on Wartime Contracting in Iraq and Afghanistan. He said that the Strategy Group’s role should prompt investigations by both the DHS inspector general and the House Oversight Committee.

“Hiding your friends as subcontractors is like playing hide the salami with the taxpayer,” Tiefer added.

Federal regulations forbid conflicts of interest in contracting and require that the process be conducted “with complete impartiality and with preferential treatment for none.”

“It’s worthy of an investigation to ferret out how these decisions were made, and whether they were made legally and without bias,” said Scott Amey, a contracting expert and general counsel at the watchdog group Project on Government Oversight.
The revelations come as the amount of money at Noem’s disposal has skyrocketed. The so-called Big Beautiful Bill granted DHS more than $150 billion, and Noem has given herself an unusual degree of control over how that money is spent. Asked about the Strategy Group’s work for DHS, McLaughlin, the agency spokesperson, said in an interview, “We don’t have visibility into why they were chosen.”

“I don’t know who they’re a subcontractor with, but I don’t work with them because I have a conflict of interest and I fully recused myself,” she said. “My marriage is one thing and work is another. I don’t combine them.” Her husband, Strategy Group CEO Ben Yoho, didn’t respond to questions.

In a written statement, DHS said, “DHS has no involvement with the selection of subcontractors.” They added that the Strategy Group does not have a direct contract with the agency, saying “DHS cannot and does not determine, control, or weigh in on who contractors hire.”

Contracting experts said that agencies can and do sometimes require that subcontractors be approved by officials. It’s not clear how much the Strategy Group has been paid.

This is not the first time that the Strategy Group has gotten public money through a Noem contract. One of those judges, Magistrate William Fitzpatrick, said at a criminal case hearing Tuesday that filing criminal charging papers “under Ms. Halligan’s name” at this time “is simply not acceptable,” according to a transcript obtained by CNN.


Both Fitzpatrick and another judge in the district, Michael Nachmanoff, told prosecutors this week they believed the ruling was clear that Halligan wasn’t the US attorney for all cases.
