They are elected as the voice of their wards, so if he was inundated with calls to block the deal, met with locals to learn their opinion about the deal, and found a majority negative response, it's his duty to act in that interest. If he broke with the will of the people, we'll see him voted out in the next local election. In my experience, councilmen usually have a good read on the pulse of their cons uents, as many of them can hold office for a decade or more.
