The full text of President Donald Trump's Oval Office address Wednesday night:
My fellow Americans: Tonight, I want to speak with you about our nation's unprecedented response to the coronavirus outbreak that started in China and is now spreading throughout the world.
Today, the World Health Organization officially announced that this is a global pandemic.
We have been in frequent contact with our allies, and we are marshalling the full power of the federal government and the private sector to protect the American people.
This is the most aggressive and comprehensive effort to confront a foreign virus in modern history. I am confident that by counting and continuing to take these tough measures, we will significantly reduce the threat to our citizens, and we will ultimately and expeditiously defeat this virus.
From the beginning of time, nations and people have faced unforeseen challenges, including large-scale and very dangerous health threats. This is the way it always was and always will be. It only matters how you respond, and we are responding with great speed and professionalism.
Our team is the best anywhere in the world. At the very start of the outbreak, we instituted sweeping travel restrictions on China and put in place the first federally mandated quarantine in over 50 years. We declared a public health emergency and issued the highest level of travel warning on other countries as the virus spread its horrible infection.
And taking early intense action, we have seen dramatically fewer cases of the virus in the United States than are now present in Europe.
The European Union failed to take the same precautions and restrict travel from China and other hotspots. As a result, a large number of new clusters in the United States were seeded by travelers from Europe.
After consulting with our top government health professionals, I have decided to take several strong but necessary actions to protect the health and wellbeing of all Americans.
To keep new cases from entering our shores, we will be suspending all travel from Europe to the United States for the next 30 days. The new rules will go into effect Friday at midnight. These restrictions will be adjusted subject to conditions on the ground.
There will be exemptions for Americans who have undergone appropriate screenings, and these prohibitions will not only apply to the tremendous amount of trade and cargo, but various other things as we get approval. Anything coming from Europe to the United States is what we are discussing. These restrictions will also not apply to the United Kingdom.
At the same time, we are monitoring the situation in China and in South Korea. And, as their situation improves, we will reevaluate the restrictions and warnings that are currently in place for a possible early opening.
Earlier this week, I met with the leaders of health insurance industry who have agreed to waive all copayments for coronavirus treatments, extend insurance coverage to these treatments, and to prevent surprise medical billing.
We are cutting massive amounts of red tape to make antiviral therapies available in record time. These treatments will significantly reduce the impact and reach of the virus.
Additionally, last week, I signed into law an $8.3 billion funding bill to help CDC and other government agencies fight the virus and support vaccines, treatments, and distribution of medical supplies. Testing and testing capabilities are expanding rapidly, day by day. We are moving very quickly.
The vast majority of Americans: The risk is very, very low. Young and healthy people can expect to recover fully and quickly if they should get the virus. The highest risk is for elderly population with underlying health conditions. The elderly population must be very, very careful.
In particular, we are strongly advising that nursing homes for the elderly suspend all medically unnecessary visits. In general, older Americans should also avoid nonessential travel in crowded areas.
My administration is coordinating directly with communities with the largest outbreaks, and we have issued guidance on school closures, social distancing, and reducing large gatherings.
Smart action today will prevent the spread of the virus tomorrow.
Every community faces different risks and it is critical for you to follow the guidelines of your local officials who are working closely with our federal health experts -- and they are the best.
For all Americans, it is essential that everyone take extra precautions and practice good hygiene. Each of us has a role to play in defeating this virus. Wash your hands, clean often-used surfaces, cover your face and mouth if you sneeze or cough, and most of all, if you are sick or not feeling well, stay home.
To ensure that working Americans impacted by the virus can stay home without fear of financial hardship, I will soon be taking emergency action, which is unprecedented, to provide financial relief. This will be targeted for workers who are ill, quarantined, or caring for others due to coronavirus.
I will be asking Congress to take legislative action to extend this relief.
Because of the economic policies that we have put into place over the last three years, we have the greatest economy anywhere in the world, by far.
Our banks and financial institutions are fully capitalized and incredibly strong. Our unemployment is at a historic low. This vast economic prosperity gives us flexibility, reserves, and resources to handle any threat that comes our way.
This is not a financial crisis, this is just a temporary moment of time that we will overcome together as a nation and as a world.
However, to provide extra support for American workers, families, and businesses, tonight I am announcing the following additional actions: I am instructing the Small Business Administration to exercise available authority to provide capital and liquidity to firms affected by the coronavirus.
Effective immediately, the SBA will begin providing economic loans in affected states and territories. These low-interest loans will help small businesses overcome temporary economic disruptions caused by the virus. To this end, I am asking Congress to increase funding for this program by an additional $50 billion.
Using emergency authority, I will be instructing the Treasury Department to defer tax payments, without interest or penalties, for certain individuals and businesses negatively impacted. This action will provide more than $200 billion of additional liquidity to the economy.
Finally, I am calling on Congress to provide Americans with immediate payroll tax relief. Hopefully they will consider this very strongly.
We are at a critical time in the fight against the virus. We made a life-saving move with early action on China. Now we must take the same action with Europe. We will not delay. I will never hesitate to take any necessary steps to protect the lives, health, and safety of the American people. I will always put the wellbeing of America first.
If we are vigilant – and we can reduce the chance of infection, which we will – we will significantly impede the transmission of the virus. The virus will not have a chance against us.
No nation is more prepared or more resilient than the United States. We have the best economy, the most advanced healthcare, and the most talented doctors, scientists, and researchers anywhere in the world.
We are all in this together. We must put politics aside, stop the partisanship, and unify together as one nation and one family.
As history has proven time and time again, Americans always rise to the challenge and overcome adversity.
Our future remains brighter than anyone can imagine. Acting with compassion and love, we will heal the sick, care for those in need, help our fellow citizens, and emerge from this challenge stronger and more unified than ever before.

Why would the doctors' rate of exposure have anything to do with their death toll? It's not like you can get a worse strain of C19 just from being overexposed to it... Infection rates would obviously be higher among health personnel but death rates shouldn't be affected if they don't have other conditions putting them in additional risk. Which means the virus is lethal even among supposedly healthy and not-at-increased-risk people... Scary.

Why would the doctors' rate of exposure have anything to do with their death toll? It's not like you can get a worse strain of C19 just from being overexposed to it... Infection rates would obviously be higher among health personnel but death rates shouldn't be affected if they don't have other conditions putting them in additional risk. Which means the virus is lethal even among supposedly healthy and not-at-increased-risk people... Scary.

About half the times I go to a pharmacy, someone ahead of me finds out the price on a prescription they are picking up and says, "I don't want it". It was bad before, but it got worse after they implemented Obamacare because they made deals to get the pharmaceutical companies on board. The biggest drug for MS is Copaxone. It had been out for over a decade, so the price should have been going down. The month before Obamacare went into effect, they raised the price from about $4,000 per month to over $6,000 per month. No reason for that kind of increase, other than they were given permission.

Lots of healthcare talk so I'll toss in what I know. Before ACA we spent 11% of the GDP on healthcare. Today we spend 17% of the GDP on healthcare. We were ranked 32 in the world regarding healthcare and now we are ranked 34. Over this time insurance companies have tripled their profits while wages for the grunt medical workers like LPNs/LVNs have barely budged in 30 years. To put the spending into perspective we spent 6% on all of education prior to ACA and now we spend 7%. Military spending remains at 4-5%.
For me, these facts say that we do not have a money problem with healthcare we have a practice problem. What we have learned is the more money we throw at healthcare the more healthcare will cost. One of the primary drivers is the practice of litigious medicine. Awarded lawsuits are a fraction of the cost. It is the practice of ordering everything under the sun to prevent a lawsuit that is the problem. Billions of dollars go to waste ordering tests that are not necessary. I would like to see %120 payment for those tests that are positive and 30% payment for those tests that are negative. Insurance companies do not bring a whole lot to the table other than getting doctors to accept lower payments. The government could do the same thing. Regarding pharmacy, I really do believe that the government should get into the research and manufacturing business of drugs. We cannot rely on a private sector that gets 80% of its product from China. All the pharmacy maker is, is a distributor. They can continue to distribute but they would have to buy from a government factory.
Now I do not believe in socialism, but I do know that the issue of healthcare is a matter of national security and the management and distribution of it has gotten completely out of control. Maybe we need to go back to public owned county hospitals that provides a free education to those who graduate and serve the hospital for 10 years. There are many things we can do to make it better for everyone. No one on the left or the right seems to be able to think this way today.

Note that all of the people who can't afford health insurance are the last to be able to afford emergency room visits. The testing for coronavirus has been abysmal, truly horrific. The fact that the current administration dismantled the U.S. pandemic response team (which there is ample evidence stating they indeed did this despite the denials) was also a big reason for our big delay in testing. That and the efforts to not test where 'the numbers' wouldn't look bad (this is sadly true as well). Then of course it's the 'new hoax' claims were imbecilic and very dangerous. I hope everyone gets through this and the impact around the world is far less than expected. Healthcare matters.

Lots of healthcare talk so I'll toss in what I know. Before ACA we spent 11% of the GDP on healthcare. Today we spend 17% of the GDP on healthcare. We were ranked 32 in the world regarding healthcare and now we are ranked 34. Over this time insurance companies have tripled their profits while wages for the grunt medical workers like LPNs/LVNs have barely budged in 30 years. To put the spending into perspective we spent 6% on all of education prior to ACA and now we spend 7%. Military spending remains at 4-5%.
For me, these facts say that we do not have a money problem with healthcare we have a practice problem. What we have learned is the more money we throw at healthcare the more healthcare will cost. One of the primary drivers is the practice of litigious medicine. Awarded lawsuits are a fraction of the cost. It is the practice of ordering everything under the sun to prevent a lawsuit that is the problem. Billions of dollars go to waste ordering tests that are not necessary. I would like to see %120 payment for those tests that are positive and 30% payment for those tests that are negative. Insurance companies do not bring a whole lot to the table other than getting doctors to accept lower payments. The government could do the same thing. Regarding pharmacy, I really do believe that the government should get into the research and manufacturing business of drugs. We cannot rely on a private sector that gets 80% of its product from China. All the pharmacy maker is, is a distributor. They can continue to distribute but they would have to buy from a government factory.
Now I do not believe in socialism, but I do know that the issue of healthcare is a matter of national security and the management and distribution of it has gotten completely out of control. Maybe we need to go back to public owned county hospitals that provides a free education to those who graduate and serve the hospital for 10 years. There are many things we can do to make it better for everyone. No one on the left or the right seems to be able to think this way today.
To add on, all the "growth" in healthcare has not been in people providing the care, i.e. physicians, nurses, PA, MAs, etc. Its all been administrative burden and billing. I saw a chart the other day that the healthcare industry added 940,000 jobs in the past 10 years. None are actually involved in delivering healthcare.
Obama made deals with the hospitals and insurance companies to get the ACA to pass. It pushed physicians out of ownership/leadership roles and moved the power to the insurance companies and hospitals.
Same crap is occuring now with surprise billing. Some of it is from private equity groups which have entered the space like Envision and Teamhealth which have abused the opting out of plans. But now insurance companies are doing it on purpose to get more people angry about surprise bills. United is especially bad at this. They are pushing doctors out of network without notifying both the doctors and patients! They want there insured patients to get upset at the doctors and push for the surprise billing fix. Most doctors don't want to surprise bill, its the only tool we have left to to negotiate with insurance companies. They are better served having a negotiated rate with insurance companies.
Power is consolidating into mega corporations. I'm hoping that this bear market and recession? creates such a credit crunch that some of these entities suffer and go out of business.

So sad you choose to think I am bashing ACA. It was 12.1% in 2000. I estimated the numbers but the trends are true. We have a healthcare practice problem. Pretty much any soap breaks up the fat layer on the outside of it and gets rid of the virus. Can't believe people think hand sanitizer is better. But yeah water doesn't do shit. Still, you go to a restaurant you're putting yourself at risk. You go anywhere near someone who has it and you might be putting yourself at risk, as there is some controversy whether it's airborne or not. Even if not you still don't have any control whether the person you pass in the parking lot involuntarily coughs within ten feet of you or a positive person picks up the box of cereal you grab at HEB. I’ve no love for either Trump or democrats, this whole political bullshit should be irrelevant in such a serious situation, however it is true the US acted quicker and better than european countries did and while there will likely be way more infected and dead it looks better for the US compared to Italy or Spain.
Just a few weeks ago, with tens of cases of CoViD, italian mayors were openly advocating for people to go out and keep living as if this doesn’t exist, there was a hug-a-chinese campaign, etc. I’d hope these mayors and business owners would face legal consequences once this is over, hopefully soon.

So the big question is, “Why don’t we have more tests?”

We started with a national shortage of test kits. That happened because the CDC - after rejecting the WHO kits and deciding to make their own - had a manufacturing error that allowed their test kit to produce false positives. So they had to start over several weeks in.
To make matters worse, while the CDC was fixing their manufacturing error there were many other labs across the country (academic and commercial labs) that wanted to produce their own test kits. But they needed federal approval to move forward, and getting that approval took a couple weeks - a serious amount of time, given the prospect of exponential viral spread.
It appears we are now seeing the production of test kits ramp up from both the CDC and commercial labs like LabCorp (which happens to be headquartered here in North Carolina).
BUT that leads us to our second problem, and the current major bottleneck: extraction kits.
Before you can test the RNA sample from the nasal swab, you have to extract it. Doing so requires a specific chemical. The majority of this specific chemical (called a reagent) is produced by one company with production facilities in Germany and Spain.
And now that specific chemical is in very high demand. The whole world wants it.
A few weeks ago, the FDA started allowing independent labs to develop alternate chemical processes for RNA extraction. It’s unclear how much progress has been made.
So, looking now at the big picture, we basically have a two-track testing system: public testing, which involves our main state lab in NC using the re-manufactured CDC test kits (and in NC, we currently have 680 test kits) and then there’s commercial testing.
Regarding commercial testing, we really don’t know how much is happening. The commercial labs aren’t required to disclose test results unless they’re positive. In North Carolina, we have LabCorp conducting commercial tests. In Charlotte, we also have our two major hospital systems - Atrium and Novant - now saying that they are going to provide “screening.” It’s unclear whether they are simply collecting swabs and sending them to LabCorp (where they may face the same extraction kit bottleneck) or whether they’ve developed in-house capacity to actually produce their own test results.
But it’s important to note that BOTH public and commercial testing appear to be hitting a bottleneck when it comes to extraction.
As a result, we are not screening nearly enough people.
Ideally, anyone who displays flu-like symptoms would be eligible for a public test, free of charge. That’s how we would address this like South Korea and provide for wide-scale testing on the order of tens of thousands per day.
But - due to the shortage - that’s not the case. Instead, the CDC guidelines (which NC is currently following) currently state that you have to 1) display flu-like symptoms AND have had direct contact with a confirmed COVID-19 case OR, 2) you have to display flu-like symptoms AND lower respiratory symptoms (cough, shortness of breath) AND a negative rapid flu test.
A simpler way to say that is we are currently rationing public tests because we don’t have enough capacity.
Congress is now providing more funding specifically for these issues and commercial labs are reportedly innovating rapidly, but this is essentially a race against time and increasing our testing capacity within the next ten days is absolutely critical. It’s also possible that the window of opportunity for containment - at least in some regions - is now closed and we’re going to have to rely heavily on social distancing to slow the rate of infection.
You should also know that in the process of piecing this together I had many, many conversations with state and local health officials and every single one of them was on the same page, knew exactly what the bottlenecks were, and were working the problem. These folks get it, and they’re working around the clock for us.

It’s also possible that the window of opportunity for containment - at least in some regions - is now closed and we’re going to have to rely heavily on social distancing to slow the rate of infection.
You should also know that in the process of piecing this together I had many, many conversations with state and local health officials and every single one of them was on the same page, knew exactly what the bottlenecks were, and were working the problem. These folks get it, and they’re working around the clock for us.

Sadly in the US the exponent in our exponential growth of deaths (specificially a in the term e^(ax)) is actually tracking higher than Italy's is. At least Seattle is right on track for an Italy level disaster and I can't believe there hasn't been a quarantine of the city yet.

Prepare for the worst, hope for the best. Exponential growth is something hard to understand for the average person.
