What ERCOT planners got colossally wrong was the availability of their fossil fleet:
gas and coal plants failed.
Even a nuclear reactor tripped offline.
Together with wind, ERCOT, at the height of their weather emergency,

Most people know the lowest bidder does not always provide the most reliable product.
Making sure a vendor can actually deliver the product also seems like common sense.
ERCOT (http://www.ercot.com/), the Texas electric grid manager, though, does neither of those things because Republican politicians who have controlled state regulations for two decades have failed to heed 13 years of dire warnings.
Instead, they believed free-market advocates who argued financial incentives would encourage responsible planning.
The Texas Blackouts prove them wrong...
...Texas has the only American electricity grid with no rules for resiliency. Instead, the GOP majority argued that a system that pays higher prices when demand goes up would incentivize generators to make sure their systems work during extreme weather.
Another polar vortex almost exactly 10 years ago triggered blackouts. Natural gas lines froze, coal piles froze like piles of ice. Wind turbine blades glazed over because operators had skimped on the cold-weather package.
The Legislature appointed another investigative committee in 2012 but ignored the advice to set resiliency standards (https://www.houstonchronicle.com/business/energy/article/Texas-grid-again-faces-scrutiny-over-cold-15955392.php). Instead, lawmakers concluded Texas electricity customers should pay generators even higher prices. The state Public Utility Commission raised the maximum payment per megawatt hour from $4,500 to $9,000 in a market that normally pays $25. The generation companies that stayed online made a fortune last week, but 185 powerplants went offline and let two dozen people die.

If I was saying that, how does it mean solar is bad? Power could be more expensive and more unreliable, but that would make grid power bad, it wouldn't make solar bad.
It's simple economics. The more users you have for a product, the cheaper per unit you can sell that product (to a point of max production). Once users begin to go away, your cost of operation remains and even if you run at a lower capacity, you still have a base cost of operation that would be passed on to the consumer. It could happen with other things as well but solar is at the forefront of the effect, I think. I don't think people are going to start raising their own veggies and meats any time soon, at least not enough to affect the market.

News 4 Trouble Shooter Emily Baucum broke the story that the part of CPS Energy’s website that shows how much power you’ve used could be giving inaccurate information. Now, that portal is no longer available.
"We have tried our best to be honest with our community from the get-go,” CPS Energy’s chief customer engagement officer Rudy Garza said Saturday morning.
But Friday morning, the Trouble Shooters alerted the company a viewer told us she was in the dark for days, but the CPS Energy website showed she was still using power.
Garza told you, if you have questions, just call CPS. But neither he nor Gold-Williams answered our question Friday: "Is there a problem with the website customers are using to check their power?"
Then overnight, we received several tweets from people saying the “My Energy Portal” that shows how much power you’re using is gone.
"I asked a direct question in yesterday's briefing about the customer portal and reports it was not working. Why wasn't that addressed when I asked that question so we could properly warn people?” Baucum asked Saturday morning.
"I do remember that you raised an issue on that,” Gold-Williams answered. “And we acknowledge that whatever that is, we don't want people to be alarmed by that."
She explained they want to make sure you’re not charged for power you didn’t get.
"We have cut off our 'Manage My Account' system for right now because we're going to need to go in and correct those systems and take those charges out,” Gold-Williams said.
The process will take time. It’s an intentional slow-down of the billing system.
"We're trying to go through hundreds of thousands of accounts,” Gold-Williams said.

CPS is beholden to their private buddies. They have a very hard time giving reliable info out based on the fact that there private overlords can do anything they want. Expect them to be very careful. CPS has to play by rules that ERCot dances merrily around.

Wind turbines up north get cold weather packages, obviously not for free else they'd all have it regardless. How many Texans own a snow plow attachment for their trucks? Not many, but up North a lot of citizens have the equivalent of cold weather packages on their vehicles. They have block warmers, heaters that don't rely on engine temp to produce heat, high idle adjustments, power converters in their vehicles, snow plow packages, etc... They have snow shovels in their garages. They have basements to keep their water pipes from freezing and they can actually get to the pipes to insulate them and/or heat their basement with fuel oil. Many have emergency power in the form of generators. Homes are build and insulated for those conditions. People prepare for the environment they live in, not the once in a lifetime anomaly that could possibly occur. I don't own a snow plow or a snow shovel. Hell, I don't own an ice scraper. Every car I rent north of the frost line has an ice scraper inside. Try getting that in Florida.
So if Texas would winter proof all their buildings, residences, power plants and solar/wind systems, they'd be prepared for these once in a lifetime events. Notably I also don't have a bomb shelter.

After Abbott convened what his office described as an "emergency meeting" Saturday with lawmakers to discuss the issue, the Public Utility Commission on Sunday met to sign two orders, including one that would direct energy providers to temporarily stop disconnecting customers from power or water because they have not paid.
The commission also signed an order to stop companies from sending invoices or bill estimates to customers “until we work through issues of how we are going to financially manage the situation we are in,” commission chair DeAnn Walker said.

The historically unprecedented state-wide freeze last week calling for the deployment of Emergency Operations to help stabilize the Texas energy grid is over, yet the repercussions are just beginning for utilities and their customers across the state in terms of the impact to their energy bills.
Obviously, there are many questions our members have due to the information you are hearing in the media. While we do not have all the answers right now, what we know is residential customers can expect an increase in their upcoming bills driven by two primary factors.
The first is through an increase of kilowatt-hour usage during last week. Freezing temperatures lingering for consecutive days caused many central heating systems to operate in emergency heat mode, utilizing heat strips for long periods of time. Multiple days of this type of energy use, compounded by the additional operational strain from rotating outages, significantly raised individual usage during this period, which will result in a higher bill.
The second element at play was pricing of wholesale power throughout the week, specifically during the Emergency Energy Alert Level 3. With ERCOT ordering rotating outages, GVEC was forced to purchase certain allocations of power at $9.00 per kilowatt-hour, up from the more traditional $0.06 per kilowatt hour. This extreme level of pricing has never happened, for the extended and continuous lengths with which we saw, in the history of the ERCOT competitive wholesale market. Add to that a rise from around $2.00 to $180.00 per MMBtu of natural gas prices, commonly used to price electric energy products, and you have electric costs being so high that some entities are going bankrupt and others are scrambling to ensure they have enough cash to survive.
The positive news is that due to the strong financial position GVEC has held for years, as a result of our long-term financial strategy to hedge against large market fluctuations, GVEC will not have to immediately pass the high costs experienced last week to our members. While GVEC will likely need to raise the Generation and Transmission rate, the good news is that GVEC, as a direct result of our strong financial position, has the ability to structure rate changes to help minimize the direct burden to our membership. GVEC is considering all options to design a rate that will recover the necessary costs over multiple years and lessen the overall impact to our members, as much as possible. As soon as plans are solidified, we will communicate directly with you.

ERCOT and even local response to this thing has been a total disaster. That said, I can't see these $15,000 electric bills holding up in the courts.
Would be shocked if this mass exodus from CA to TX does not continue.
