I disagree -somewhat- maybe because I am still naive....
but -
I predict that Barr will fight this for as long as Trump is in office...if Trump steals another election he will bury it deeper - if Trump is ousted - then the report will leak eventually - but it will be too late.
I also cannot blame Mueller - yet.
We have no idea - but my best guess is along these lines;
When Barr weaseled his way into the AG job - he immediately cut Mueller's balls off.
He "guided" the investigation in a way that turned it into a "general synopsis" of what Russia did - but made sure to restrict Mueller from exposing anything on Trump for "executive privilege reasons"
Barr also caused Mueller to prematurely end the investigation -
Mueller was no way near finished but Barr pressured Mueller to conclude and turn in his report
'WITHOUT CONCLUSIONS" -
or
at least - pointed out the DOJ "POLICIES" to Mueller so that Mueller had no choice but to refrain from any "decisions"
Still - there were hundreds of witness interviews that - in years from now - the world will see just how guilty Trump is -and there is more conspiracy with Russia - that we all saw with our own eyes - and the counter-intel part of it will show that Trump has an "allegiance" driven by present and future monetary rewards - to Russia and Putin-
-but it will be too late by the time we get to see this evidence.
Mueller needs to testify - but they can't talk to him until they see the full unredacted report -
and Barr will make sure that does not happen.
I did call it - actually - on Barr - I knew it when I saw his memo and his hiring and his confirmation.
It is pretty plain to see that he did his job - cover up the criminal presidents crimes.

Mueller’s grand jury is ‘continuing robustly’ even though his official probe is over: prosecutor

Mueller grand jury 'continuing robustly,' prosecutor says
The revelation — while laced with uncertainty — indicates that the ongoing cases Mueller handed off could still feature significant developments.
The mystery firm’s lawyers have argued the company should not be subject to a subpoena because it’s entirely foreign government-owned and complying with the subpoena would break the foreign country’s laws.
On Monday, the Supreme Court turned down the firm's appeal, leaving a pair of lower court decisions in place. The company is also currently subject to a $50,000-a-day legal fine as long as it refuses to turn over requested information. So far, it has racked up more than $2 million in penalties.
In court Wednesday, Goodhand said the government still opposes the release of the foreign company’s name.
So did Brian Boone, a partner at Alston & Bird who is representing the firm. “My client would prefer to not have his identity be disclosed to the public,” Boone said.
Howell asked Boone to explain why there’s still a need for secrecy.
“I’d prefer not to in a public a hearing," Boone replied.
The company’s lawyers then left from the courtroom before the hearing ended, skipping the arguments from the Reporters Committee and the federal government

On Thursday, House Intelligence Committee Chairman Adam Schiff (D-CA) hit back against claims that he had overstepped his authority pursuing evidence of collusion between the Trump administration and foreign agents.

It is common sense. Basically there was no smoking gun, but there was evidence. Unfortunately there was not enough to get passed reasonable doubt, but that doesn't mean there was no evidence. If there was zero evidence Barr would have said so, and he definitely wouldn't have included Mueller's quote about not exonerating Trump. At the end of the day, the report will be released, and political damage will be done to Trump. It won't likely matter much to his supporters though, nor to Democrats. The line was drawn long ago. I have a 2nd possibility - of why Mueller did not charge "conspiracy" or "obstruction"
The 1st is what you stated above - this seems to be the prevailing theory going around but I have another which I would bet is MORE probable;
Mueller found both Conspiracy to Defraud the USA & Obstruction of Justice -
enough to find trump guilty of both -
but then -
either due to his own knowledge of - or by Barr's orders - (could be both- OR a combo of both) -
Mueller was left with a legal quandary: "I find there are provable crimes - but it is bumping up against DOJ policy that a sitting president cannot be indicted."
So therefore Mueller submits his report with the open charges and therefore we see the "this does NOT exonerate trump" passage.
How can you possibly have a chargeable crime of conspiracy and/or obstruction against an "un-indictable" person? (according to DOJ policy) This also explains why Barr wanted the AG job so bad and how easily Trump was convinced to hire Barr - because Barr had the legal plan to keep Trump above the law.
Not blaming Mueller - and have no direct knowledge of BARR'S part in this - but it would explain why Mueller - with all of his prosecutorial experience and stellar reputation decides to mysteriously "punt" on his mandate.
A clear mandate of "prosecuting a case and taking it out of political actors hands" -
It does not fit that Mueller would NOT find proof of TWO things that we have seen with our own eyes.
As I stated before - I would accept Mueller's findings - when and if - I see/hear it directly from Mueller himself -not from Barr or Trump or the media.
The Constitution solves this legal quandary - by giving this power to Congress - and maybe this is where Mueller was hoping it would land - but Barr placed his thumb on the scale and declared Trump - innocent.

I have a 2nd possibility - of why Mueller did not charge "conspiracy" or "obstruction"
The 1st is what you stated above - this seems to be the prevailing theory going around but I have another which I would bet is MORE probable;
Mueller found both Conspiracy to Defraud the USA & Obstruction of Justice -
enough to find trump guilty of both -
but then -
either due to his own knowledge of - or by Barr's orders - (could be both- OR a combo of both) -
Mueller was left with a legal quandary: "I find there are provable crimes - but it is bumping up against DOJ policy that a sitting president cannot be indicted."
So therefore Mueller submits his report with the open charges and therefore we see the "this does NOT exonerate trump" passage.
How can you possibly have a chargeable crime of conspiracy and/or obstruction against an "un-indictable" person? (according to DOJ policy) This also explains why Barr wanted the AG job so bad and how easily Trump was convinced to hire Barr - because Barr had the legal plan to keep Trump above the law.
Not blaming Mueller - and have no direct knowledge of BARR'S part in this - but it would explain why Mueller - with all of his prosecutorial experience and stellar reputation decides to mysteriously "punt" on his mandate.
A clear mandate of "prosecuting a case and taking it out of political actors hands" -
It does not fit that Mueller would NOT find proof of TWO things that we have seen with our own eyes.
As I stated before - I would accept Mueller's findings - when and if - I see/hear it directly from Mueller himself -not from Barr or Trump or the media.
