Obviously, the man’s age immediately makes it look odd that he was in ICE detention in the first place. But here’s something else that’s striking about this case: According to the ICE note, the man was first paroled into the United States in 1966.

The Justice Department is aggressively prioritizing efforts to strip some Americans of their U.S. citizenship.

Department leadership is directing its attorneys to prioritize denaturalization in cases involving naturalized citizens who commit certain crimes — and giving district attorneys wider discretion on when to pursue this tactic, according to a June 11 memo published online. The move is aimed at U.S. citizens who were not born in the country; according to data from 2023, close to 25 million immigrants were naturalized citizens.

The DOJ memo says that the federal government will pursue denaturalization cases via civil litigation — an especially concerning move, said Cassandra Robertson, a law professor at Case Western Reserve University.

In civil proceedings, any individual subject to denaturalization is not entitled to an attorney, Robertson said; there is also a lower burden of proof for the government to reach, and it is far easier and faster to reach a conclusion in these cases.

Robertson says that stripping Americans of citizenship through civil litigation violates due process and infringes on the rights guaranteed by the 14th Amendment.

We also asked Wilder if he could put us in touch with any of the parents of the children who were in Riverside Park on that day, but he told us the families said they were not comfortable speaking to a reporter about the issue, even anonymously.

WSR: Would you start with a retelling of the events from your perspective?

Wilder: We were about to finish up practice and my kids always tell me I’m old and can’t shoot a basketball, so I went over to the nearby court to shoot around. When I’m over there, I see people looking like federal agents in a different area, but I wasn’t paying much attention. Next thing I know, I look back at the batting cage and I see them talking to my kids.

WSR: What happened next?

Wilder: I go over quickly and the agents are asking the kids inappropriate things like where they are from, their country of origin, so I say, ‘whoa, whoa,’ and I tell the officers that their questions are inappropriate, and that I’m going to tell my kids not to answer them.

WSR: How did the officers respond to that?

Wilder: The officers started talking to me about obstruction of justice, and I repeated that the kids don’t have to speak to them, and as the person in charge of them right now, I’m going to tell them not to speak to you. Then they started to talk about cuffing me, and that if the kids were here legally, what do they have to lose by answering. WSR: And just to be clear. Why did you think they were ICE agents?

Wilder: They said they were ICE and were wearing everything. They had ICE on their chest. They had their guns. They had their tasers.

WSR: And can you tell me a little bit more about the kids?

Wilder: 11 of them. All American-born in high school or junior high, but families from Africa, South America, and Mexico.

WSR: What were you thinking in the moment, both related to agents going up to kids in Riverside Park, and also about telling you that they would put you in cuffs for obstructing?

Wilder: It’s all about civics. If you don’t know your rights, they will trample on them. Knowing the law and understanding that they had no right to ask anything of these kids, who are American citizens, and don’t have anything to prove to them. The officers were saying we don’t know if they are American citizens, but I said, it doesn’t matter if they are American citizens or not, they still have constitutional rights, you still violate their 4th, 5th, or 14th amendment rights. WSR: Did any other adults passing by get involved or take a photo or video of the interaction?

Wilder: That was another thing that was crazy. There were people watching and the agents were telling them to move back, that they would be arrested for interfering, and not to take pictures. The worst thing is that the six or seven people who were watching, followed their orders!

WSR: Did you have any moment of hesitation in terms of pushing back on the agents?

Wilder: No, there was no moment of hesitation. Law school {Wilder says he has a law degree from Grand Canyon University] teaches you what to do in those moments. I knew that they could arrest me, but I knew that they couldn’t keep me. My whole thing is that I’m African American, and most of my kids are Latino and Black, so it was all about how do I get these kids home. I never raised my voice. I just talked about the law. And I was just focused on how can I get these kids to where they need to go, when they are in my care.

WSR: And the agents eventually left?

Wilder: Yes, they eventually left.

WSR: Have you and the kids been back to that area of Riverside Park?

Wilder: No, the kids have not been back yet. The families don’t want them returning to the Upper West Side area of the park. We’ve been meeting farther uptown now.

An off-duty United States Border Patrol officer was charged with assaulting a Long Beach police officer as well as resisting arrest, the Los Angeles County District Attorney’s Office announced on Friday afternoon.

Isaiah Anthony Hodgson, 29, is facing multiple felony and misdemeanor charges, including three felony counts of resisting arrest, one felony count of battery on a peace officer, and various misdemeanor charges for allegedly carrying a concealed firearm.

“No one is above the law, regardless of their position or badge. Law enforcement officers have a responsibility to always conduct themselves with integrity and professionalism. Our office will pursue prosecution accordingly to ensure justice is served.”

The charges stem from a July incident that went down at a restaurant in the Shoreline Village in Long Beach, the D.A.’s office said in a news release. Hodgson is accused of entering the women’s restroom and approaching a female while intoxicated and armed with a handgun and a firearm magazine.

In the parking lot of the restaurant, Hodgson was approached by a security guard who saw him holding the magazine in his hand and the firearm in his waistband, according to the D.A.’s office.

Later, Long Beach police officers responded to the scene and observed the off-duty Border Patrol agent “intoxicated and unwilling to cooperate with their commands as they tried to detain him,” the District Attorney’s Office said.

Ramirez then allegedly ran towards the agent, who was standing near the entrance of the parking lot, and collided with them. The impact of the collision allegedly threw the border patrol agent “off balance” and caused the agent’s phone to fall to the ground.

When the agent questioned Ramirez about his citizenship, the feds claimed that Ramirez refused to talk to them, despite video footage showing that Ramirez repeatedly told agents he had his passport on him.

The agent also accused Ramirez of resisting arrest and biting them on their left thigh, according to the complaint.

Ramirez was eventually taken into custody and transported to the Federal Detention Center on Alameda Street in Downtown Los Angeles. During processing, the federal agent who arrested Ramirez confirmed that he is an American citizen, according to the complaint.

The cost of treatment had become impossible to manage on the meager wages Ramos made washing cars in Venezuela’s collapsed economy, so he trekked thousands of miles through a half dozen countries to reach the U.S. border.


When Ramos arrived, he didn’t sneak into the country. He followed the rules established by the Biden administration for immigrants seeking asylum. He signed up for an appointment through a government app and, when he was granted one, turned himself in to request protection. An immigration official and a judge determined he didn’t qualify, and Ramos didn’t fight the decision.

The government kept him in detention until he could be deported back to Venezuela.

In the months that followed, Donald Trump was elected president for a second term and began his mass deportation campaign. Among his first actions was to fly groups of Venezuelan immigrants whom he had labeled dangerous gang members to a U.S. military base at Guantanamo Bay, Cuba (https://www.propublica.org/article/trump-administration-migrants-guantanamo-bay).


Ramos, 30, panicked and called his wife to say he was worried that the same was going to happen to him. On a video call his wife recorded, he held up a document he said was proof that immigration authorities had agreed to deport him to Venezuela. But he worried that they would not honor that promise.

“I have a family,” he said, staring directly into the camera. “I am simply a hard-working Venezuelan. I haven’t committed any crimes. I don’t have a criminal record in my country nor anywhere else.”

A month later, a more upbeat Ramos called again. He seemed confident that U.S. officials would send him home. Ramos’ family started preparing for his return. They planned to bake him a cake, cook his favorite chicken dish and go to church together to thank God for bringing him home safely.

They never heard from him again.

On March 15, a day after that call, Ramos and more than 230 other Venezuelan men were sent to the CECOT maximum-security prison in El Salvador, one of the most notorious in the Western Hemisphere. Without publicly providing evidence, the administration accused each of them of being members of Tren de Aragua, the Venezuelan prison gang it designated a terrorist organization.

In the months since the mass deportation — one of the most consequential in recent history — the Trump administration has released almost no details about the backgrounds of the people it deported, calling them “monsters,” “sick criminals” and the “worst of the worst.” Several news organizations have reported that most of the men did not have criminal records. ProPublica, The Texas Tribune and a team of Venezuelan journalists from Alianza Rebelde Investiga (Rebel Alliance Investigates) and Cazadores de Fake News (Fake News Hunters) went further, finding that the government’s own records showed that it knew the vast majority of the men (https://www.propublica.org/article/trump-el-salvador-deportees-criminal-convictions-cecot-venezuela) had not been convicted of violent crimes in the U.S. We also searched records in South America and found that only a few had committed violent crimes abroad.


Now, a case-by-case examination of each of the deportees, along with interviews with their lawyers and family members, reveals another jarring reality: Most of the men were not hiding from federal authorities but were instead moving through the nation’s immigration system. They were either in the middle of their cases, which normally should have protected them from deportation, or they had already been ordered deported and should have first been given the option to be sent back to a country they chose.

Like Ramos, more than 50 of the men had used the government app called CBP One to make an appointment with border officials to try to enter the country. Others had crossed illegally and then surrendered to border agents, often the first step in seeking asylum in immigration court.
According to our analysis, almost half of the men were deported even though their cases hadn’t been decided yet. More than 60 of them had pending asylum claims, including several who were only days away from a hearing where a judge could have ruled on whether they would be allowed to stay. Judges or federal officials had issued deportation orders for about 100 of the men, and a handful had even agreed to pay their own way home. Others, like Ramos, had spent their entire time in the U.S. in detention. They had no opportunity to commit crimes in the U.S.


Meanwhile, many of those who were allowed into the country had been appearing at their court hearings and immigration check-ins. At least nine had been granted temporary protected status, which gives people from countries affected by disasters or other extraordinary conditions permission to live and work in the U.S.

By and large, these were men who had been playing by the rules of the country’s immigration system.

Then, the Trump administration changed the rules.

Migrants at a Miami immigration jail were shackled with their hands tied behind their backs and made to kneel to eat food from styrofoam plates “like dogs”, according to a report published on Monday (https://www.hrw.org/node/391816) into conditions at three overcrowded south Florida facilities.

The incident at the downtown federal detention center is one of a succession of alleged abuses at Immigration and Customs Enforcement Agency (Ice) operated jails in the state since January, chronicled by advocacy groups Human Rights Watch, Americans for Immigrant Justice, and Sanctuary of the South from interviews with detainees.

Dozens of men had been packed into a holding cell for hours, the report said, and denied lunch until about 7pm. They remained shackled with the food on chairs in front of them.
“We had to eat like animals,” one detainee named Pedro said.

Degrading treatment by guards is commonplace in all three jails, the groups say. At the Krome North service processing center in west Miami (https://www.theguardian.com/us-news/miami), female detainees were made to use toilets in full view of men being held there, and were denied access to gender-appropriate care, showers, or adequate food.

The jail was so far beyond capacity, some transferring detainees reported, that they were held for more than 24 hours in a bus in the parking lot. Men and women were confined together, and unshackled only when they needed to use the single toilet, which quickly became clogged.

“The bus became disgusting. It was the type of toilet in which normally people only urinate but because we were on the bus for so long, and we were not permitted to leave it, others defecated in the toilet,” one man said.

“Because of this, the whole bus smelled strongly of feces.”

When the group was finally admitted into the facility, they said, many spent up to 12 days crammed into a frigid intake room they christened la hielera – the ice box – with no bedding or warm clothing, sleeping instead on the cold concrete floor.

There was so little space at Krome, and so many detainees, the report says, that every available room was used to hold new arrivals.

“By the time I left, almost all the visitation rooms were full. A few were so full men couldn’t even sit, all had to stand,” Andrea, a female detainee, said.

At the third facility, the Broward transitional center in Pompano Beach, where a 44-year-old Haitian woman, Marie Ange Blaise, died in April (https://www.nbcmiami.com/news/local/haitian-woman-dies-in-ice-custody-at-facility-in-pompano-beach/3602905/), detainees said they were routinely denied adequate medical or psychological care.

Some suffered delayed treatment for injuries and chronic conditions, and dismissive or hostile responses from staff, the report said.
