Parris was issued a green card in 1997, and has successfully renewed it every 10 years. A decade ago, however, Parris pleaded guilty to a non-violent felony drug charge as a first-time offender. He served prison time, and was released in 2016.
It was something that Tanisha said changed the course of her husband's life.
"Here we are, nine years later, with no type of occurrences," said Tanisha. "Nothing much. Just a speeding ticket."
After his stint in prison, Parris turned his life around. Even after being incarcerated, his green card was renewed during the last Trump Administration. Parris even has a letter from federal agencies, stating he would not be deported.
"He is not amenable to deportation or exclusion proceedings. DHS has no further interest in this case," read a portion of a letter signed by officials with the Department of Homeland Security.
"You need to be true to your word," Tanisha said. "You check the box, put your signature on something stating that he would not be deported."

Looks like you missed a step there.
According to court documents, Abrego Garcia in 2019 he was served a notice to appear in immigration court. An immigration judge did find him to be removable from the U.S. — but granted him a withholding of removal, which barred the U.S. government from deporting him to El Salvador specifically.
The Board of Immigration Appeals, which handles appeals from both immigrants and the U.S. government, later upheld Abrego Garcia's block on being deported to El Salvador.
Abrego Garcia's lawyers and Robert Cerna, acting field office director for Enforcement Removal Operations, both agree that these prior court decisions mean that Abrego Garcia should not have been deported to El Salvador last month.

It’s the catastrophic interruption of daily life, as when a Tufts University graduate student, Rumeysa Ozturk, was grabbed (https://www.nytimes.com/video/us/100000010075008/tufts-student-ice-arrest.html) on a suburban street by half a dozen plainclothes agents, most of them masked. The security camera video of that arrest shows Ozturk walking, looking at her phone, perhaps to check the address where she was supposed to meet her friends for dinner that night, when an agent appears in front of her. She says something — asks something — struggling to control her voice, and within seconds she is handcuffed and placed in an unmarked car.
It’s the forced mass transports of immigrants. These are not even deportations, in the way we typically think of them. It’s hard to keep up with the flood of court-related news stories these days. But I wanted to write this morning to flag a remarkable (and time-sensitive) ruling yesterday by Judge Paula Xinis (https://utexas.box.com/v/AGXinisRuling) (a federal judge in the District of Maryland), ordering the U.S. government to bring back to the United States Kilmar Armando Abrego Garcia—a Salvadoran national whom the Trump administration wrongly removed from the United States (https://www.nytimes.com/2025/04/04/us/politics/el-salvador-deportation-migrant-trump.html) (due to what it claims was an “administrative error”) on March 15, and who has been detained at the notorious “CECOT” mega-jail in Tecoluca, El Salvador ever since. Judge Xinis ordered the government to effectuate Abrego Garcia’s return to the United States by 11:59 p.m. this Monday, April 7. The government has already appealed (https://storage.courtlistener.com/recap/gov.uscourts.mdd.578815/gov.uscourts.mdd.578815.22.0.pdf) her ruling to the Fourth Circuit.
When asked about Judge Xinis’s ruling on Friday, White House Press Secretary Karoline Leavitt responded that (https://x.com/seungminkim/status/1908275597005963525) “We suggest the Judge contact [Salvadoran] President Bukele because we are unaware of the judge having jurisdiction or authority over the country of El Salvador.” Leaving aside the Trump administration’s refusal to take any responsibility for the consequences of its own error, that obnoxious retort is true so far as it goes. The problem is that it just doesn’t go very far. Federal courts may not have the power to compel the release of an individual from a foreign prison, but they unquestionably have the power to order the U.S. government to take whatever steps it can to effectuate the same result. And it seemed worth writing a (short) post explaining why.

Every first-year Civil Procedure student who suffers through “personal jurisdiction” learns that courts can use their power over defendants who are in their jurisdiction to regulate conduct that occurs elsewhere. And so the question in the Abrego Garcia case is not whether Judge Xinis can order President Bukele to do anything (she can’t); it’s whether and to what extent Secretary Noem, who certainly is subject to Judge Xinis’s jurisdiction, can take steps to effectuate Abrego Garcia’s return. If Noem swears under oath that she’s powerless, that would be one thing. But (1) that would be more than a little difficult to believe; and (2) that hasn’t happened yet.
This issue has come up before in … less charged … removal proceedings. In a case my good friend and Jenner & Block (yay Jenner! (https://www.jennerfirm.com/)) partner Lindsay Harrison had brought to the Supreme Court in 2009 (https://tile.loc.gov/storage-services/service/ll/usrep/usrep556/usrep556418/usrep556418.pdf),2 (https://www.stevevladeck.com/p/138-abrego-garcia-constructive-custody#footnote-2-160643119) the Solicitor General had represented that:
By policy and practice, the government accords aliens who were removed pending judicial review but then prevailed before the courts effective relief by, inter alia, facilitating the aliens' return to the United States by parole under 8 U.S.C. § 1182(d)(5) if necessary, and according them the status they had at the time of removal.
It turns out that the government … overstated things. As then-Deputy Solicitor General Michael Dreeben clarified in a 2012 letter (https://www.justsecurity.org/wp-content/uploads/2018/05/SG_Letter-nken-v-holder.pdf), “without providing additional detail about the government’s approach to effectuating return and restoring status, the statement that relief was accorded ‘y policy and practice’ suggested a more formal and structured process than existed at the time.” But as the Dreeben letter noted, the government responded by creating a more formal and structured process—as reflected in a 2012 directive (https://www.ice.gov/doclib/foia/dro_policy_memos/11061.1_current_policy_facilitating_return.pdf) adopted by Immigration and Customs Enforcement Director John Morton (that, near as I can tell, is still on the books (https://www.ice.gov/remove/facilitating-return)). In other words, the government already has a procedure in place for taking steps to return at least some individuals who have been wrongly removed—or even those who haven’t, but whose presence in the United States is necessary to fully adjudicate any pending legal challenges they may have to their removal.
Thus, not only do federal courts have the formal authority to order federal respondents to take steps to effectuate the return of individuals who have been wrongly removed from the United States, but the federal government has a policy respecting how it can and should do so in at least some cases. I don’t mean to overstate things; it’s at least possible that there’s nothing the federal government can do at this point to get Abrego Garcia back. But again, given the circumstances of this case, that’s difficult to believe—at least where things stand today.
And at a more fundamental level, it would be rather stunning if the law were otherwise. A world in which federal courts lacked the power to order the government to take every possible step to bring back to the United States individuals like Abrego Garcia is a world in which the government could send [B]any of us to a Salvadoran prison without due process, claim that the misstep was a result of “administrative error,” and thereby wash its hands of any responsibility for what happens next. Rather than providing fodder for snarky comments from the White House Press Secretary, that possibility should terrify all of us—and, hopefully, the Fourth Circuit and the Supreme Court as well—and push courts to provide whatever relief is possible under the circumstances, as Judge Xinis attempted to in yesterday’s ruling.

European travellers cancel US visits as Trump’s policies threaten tourism
The number of European travellers visiting the US has fallen sharply as political and economic tension and fears of a hostile border under President Donald Trump threaten the world’s most lucrative air routes.
Visitors from western Europe who stayed at least one night in the US fell by 17 per cent in March from a year ago, according to the International Trade Administration.
Travel from some countries — including Ireland, Norway and Germany — fell by more than 20 per cent, an FT analysis of ITA data showed.
The trend poses a threat to the US tourism industry, which accounts for 2.5 per cent of the country’s GDP. Some airlines and hotel groups have warned of waning demand for transatlantic travel and a “bad buzz” about visiting the US.
The total number of overseas visitors travelling to the US dropped by 12 per cent year-on-year in March, the steepest decline since March 2021 when the travel sector was reeling from pandemic restrictions, according to the ITA data.

Canadians required to register with U.S. government if in country at least 30 days
Many Canadians travelling to the United States will now have to newly register with the U.S. government as of Friday or face potential fines or jail time.
The requirement stems from an executive order that U.S. President Donald Trump signed on his first day in office for non-citizens who are in the country for 30 days or longer, though the administration has argued that a registration requirement has always existed and that officials are now simply enforcing it for everyone.
A U.S. federal judge on Thursday allowed the Trump administration to move forward with the requirement that unauthorized persons must register with the federal government and carry documentation.
Beginning Friday, Canadians over the age of 14 who will be in the U.S. for that length of time will have to register with U.S. Citizenship and Immigration Services (USCIS).
Officials from the Department of Homeland Security (DHS), where the USCIS agency is housed, have emphasized in news releases this year that the registration requirement will be fully enforced. DHS says the number of people overall who stand to be affected by the rule, not just Canadians, could be between 2.2 million and 3.2 million.
