i dont accept this premise. the issue at the time was 2000 vs 600. trump eventually passed the 600 version despite threatening to veto it, and house dems immediately passed the bill which would have amended the earlier version to replace all uses of 600 with 2000 and all uses of 1200 with 4000

resident Joe Biden's proposed $1.9 trillion stimulus plan reportedly faces challenges from moderate Republicans in the Senate.

Sens. Lisa Murkowski, R-Alaska, and Mitt Romney, R-Utah, expressed doubt about another stimulus package, especially one with such a steep price tag less than a month after Congress passed a $900 billion measure, per CNBC. Both senators were members of the bipartisan group that crafted December’s stimulus bill framework.

While GOP criticism had been expected, comments from Sen. Joe Manchin, D-W.Va., also signaled the bill will need to be edited to have a chance to pass. After originally shooting down a third stimulus entirely, Manchin said he prefers checks targeted for people who really need financial help. He also said the nation's infrastructure was a higher priority.

Biden began his term on Wednesday with Democrats holding a relatively small majority in the House and 50-50 Senate where Vice President Kamala Harris holds the tiebreaking vote.
A CNBC source said National Economic Council Director Brian Deese was scheduled to meet with a group of bipartisan senators to address concerns with the bill.

Expected to advocate Biden's original plan, Deese reportedly also will consider input from Republican members who could help pass the measure without the tedious budget reconciliation process that would allow it to get through with only Democrat votes.

Deese didn't immediately respond to a CNBC request for comment.

Meanwhile, the Democrat-held House could move to pass components of Biden's proposal as soon as the first week in February.

Representatives will work in committees throughout next week "so that we are completely ready to go to the floor" with a bill when the chamber returns next month, House Speaker Nancy Pelosi, D-Calif., said Thursday.

The cause of the demand shock and ensuing deflationary spiral was stay at home orders, an effort mainly borne by states and counties under federal advice last spring. Mass unemployment was caused by everybody trying to do the right thing and bend the curve.

Then we did the wrong thing and reopened too early to prevent the kind of uncontrolled, nationwide transmission we see now, the costs of which are ongoing, yesterday's new claims for UI was 900,000. The US's ineptitude in the face of COVID has surely enhanced the severity of the economic toll.

I think it's legit to hold Trump accountable for the mass death and morbidity for not being halfway competent/organized. For breaking our health care delivery system and endangering public health.

President Joe Biden's goal to vaccinate 100 million people against COVID-19 in his first 100 days in office depends on an average achieved several times by the Trump administration.

Bloomberg News reported 1.3 million vaccines were given on Thursday, Biden's first full day in office.

However, a record-high 1.6 million immunizations were administered on Wednesday, the day Biden took office. The seven-figure mark also was reached with 1.3 million on Jan. 11 and with 1.1 million on both Jan. 14 and 16, per the New York Post.

While saying he and his team were focused on a "wartime effort," Biden and his top spokesperson repeatedly have been pressed by reporters about whether the vaccination target is too low.

White House Press Secretary Jen Psaki was asked Friday why not aim higher since the past-week average before Trump left office was 912,497.

"We set that goal before any American had received a single shot," said Psaki, referring to the vaccination plan Biden announced in early December.

"So the incoming Biden administration felt it was important to set what was described as a bold and ambitious goal at the time, and many doubted we could even get there."

On Thursday, Biden expressed similar words after being asked if his goal were ambitious enough.

"When I announced it, you all said it's not possible," Biden said. "Come on, gimme a break, man! It’s a good start."

Those words came at the end of a briefing in which Biden announced his "full-scale wartime effort" to beat the pandemic by invoking the Defense Production Act, which aims to increase vaccine production and establish federally funded vaccination sites nationally.

Psaki on Friday also blamed the outgoing Trump administration for creating operational challenges.

"We want to set our own markers and markers for the American public so that they know we're meeting our goal," she said. "If we surpass [the 100-day goal], that’s great."

The Centers for Disease Control and Prevention said 17.5 million vaccines had been given out of 37.9 million distributed nationwide.

The state of New York lost 1 million jobs in 2020 during the COVID-19 pandemic, including 578,000 in New York City alone, according to a new state Labor Department report.

The job losses, which caused 10 percent of the state workforce to vanish, came after lockdowns, tourism drops, and tanking business activity, reports The New York Post. In New York City, the decline meant that 12 percent of jobs disappeared, marking the highest job loss in the state.

In the United States overall, 6% of jobs dropped, marking half the rate of New York City, which was the initial coronavirus epicenter last spring.

The economy has also stalled during the second COVID-19 surge, with New York State losing 37,200 jobs in December, compared to November of last year.

Most of New York City's job losses came from the restaurant, food services, and beverage industry. In December 2019, 324,500 people were employed in that sector, compared to 183,800 in December 2020.

The industry also lost 11,700 jobs in December compared to November after Gov. Andrew Cuomo reinstated the ban on indoor dining in New York City in an attempt to contain the second COVID-19 surge.

The hospitality sector, which includes hotels, arts, and entertainment, also dropped 366,000 jobs statewide, with many hotels and the Broadway theater district remaining shuttered.

According to Cuomo’s economic forecast, released as part of his new budget plan this week, the state will probably not recover all of its lost jobs until 2025.

Andrew Rigie, executive director of the NYC Hospitality Alliance, said restaurants and bars are essential to the city's "social and economic fabric" and the city is at a "crisis level like we've never experienced."

New York City restauranteurs also complain that indoor dining is banned in the city but is allowed elsewhere in the state if combined with social distancing restrictions.

“If New York City is to pull itself out of this economic grave and gain jobs, we must safely bring back regulated indoor dining like it’s permitted in the rest of New York State, and the Biden Administration and Congress must enact the RESTAURANTS Act stimulus plan very soon,” Rigie said.

House Speaker Nancy Pelosi, D-Calif., announced Friday that she will formally deliver the article of impeachment against Donald Trump to the Senate on Monday.

That will set into motion the unprecedent trial proceedings against the former president on a charge of incitement of insurrection over the January 6 deadly Capitol riot.

There was initial talk the trial might not take place for months. However, both Majority Leader Chuck Schumer and Minority Leader Mitch McConnell, have agreed to beginning the Senate trial the week of February 8.

John Roberts, the chief justice of the United States, would normally preside over any Senate trial of the president.

But despite such niceties and trappings, a Senate trial would amount to more of a political sideshow than a legal proceeding.

Washington insiders say much of the effort is about Democratic revenge against Trump, and payback from establishment Republicans like McConnell. They never liked the outsider Trump and don't want to see him back in the White House come 2024.

Despite McConnell's effort to re-cast himself as an opponent of Trump's electoral challenge – "the mob was fed lies" – the record shows he strongly supported Trump's post-election voter efforts.

Shortly after the election, McConnell said from the Senate floor that Trump was "a hundred percent within his rights to look into allegations of irregularities and weigh his legal options."

McConnell added: "Let's not have any lectures about how the president should immediately, cheerfully accept preliminary election results from the same characters who just spent four years refusing to accept the validity of the last election."

In the end, McConnell refused to call Biden president-elect until December 15, and only spoke out against Trump in recent weeks.

Here's why:

1. The Impeachment itself was a sham.

A House impeachment is meant to be a deliberative process, one in which witnesses are heard and subjected to cross-examination, and the issues are fully debated, first in committee, then on the House floor.

What happened instead was what Rep. Ronny Jackson, R-Texas, called, "a stain on our nation."

Professor and constitutional law expert Alan Dershowitz was more specific. He told Newsmax TV that when the House voted to impeach, it "committed six independent violations of the Constitution."

Knowing they were immune from prosecution for anything they say or do on the House floor, House members "violated the free speech provision. They violated the impeachment criteria. They violated the bill of attainder. They violated due process, on and on and on."

In addition, the president was denied the fundamental Sixth Amendment right to counsel, which should void his impeachment altogether.

2. A trial violates the very purpose of impeachment.

A president or other federal official, is impeached for one reason alone — to remove this person from office.

In this case President Trump vacated his office on January 20. More than that, when the Joint Session of Congress certified the electoral vote on January 6, it gave the election to Joe Biden.

Article II Section 4 of the Constitution provides that "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment" and a Senate conviction.

On that point William Jacobson, Cornell Law School professor of law, observed that "the premise of impeachment is that it is against someone who is the president, not someone who once was the president."

That view is shared by former federal appellate Judge J. Michael Luttig in a Washington Post article when he opined that a post-departure "Senate trial would be unconstitutional."

And imagine opening this Pandora's box. With the cancel culture, will there be demands that every president who served during slavery be removed?

3. Who presides over the Senate trial?

As mentioned earlier, the chief justice normally presides over the impeachment of the president.

However, Trump is no longer the president — he is a former president.

Politico reported that Chief Justice John Roberts may bow out this time in an effort to keep the court as apolitical as possible.

Although a Roberts spokesman declined to comment on the issue, another Hill source told the publication, "He wants no further part of this."

And in that event Vice President Kamala Harris may end up presiding, given that for impeachments other than the president, either the vice president or a senator serves as presiding officer. That would make the process totally political and unseemly — the current administration going after its predecessor.

4. A Senate trial is shaping up to be a kangaroo court.

Senate Republicans urged their Democratic colleagues to begin trial sometime in mid-February, in order to give the Trump legal defense team a chance to adequately prepare.

Senate Majority Leader Chuck Schumer, D-N.Y., rejected that suggestion and called for a speedy trial beginning February 8, adding that there will be "a full trial, it will be a fair trial."

Sen. Lindsey Graham, a South Carolina Republican, said that an impeachment trial on a president no longer in office would be unconstitutional. He added that he predicts victory even if the case is heard on the merits.

"On the facts, they'll be able to mount a defense, so the main thing is to give him a chance to prepare and run the trial orderly, and hopefully the Senate will reject the idea of pursuing presidents after they leave office," Graham said.

5. The evidence doesn't support the article of impeachment.

The impeachment article accuses President Trump of "willfully inciting violence against the Government of the United States" with a speech he delivered to supporters on January 6 "that encouraged — and foreseeably resulted in — imminent lawless action at the Capitol."

However the evidence simply doesn't support the article for at least three reasons.

First, the riot was apparently pre-planned: The president could not have incited something planned well-ahead by others without his involvement. There is clear evidence a crowd began building before Trump even spoke. And The Washington Times reported that "initial court documents show that at least two suspects arrived on or before Jan. 6 armed with explosives, tactical gear and caches of weapons. Facebook has come under fire for failing to remove "Stop the Steal" pages allegedly used by organizers weeks and even months ahead of the rally."

Second, Trump specifically called for peace: The president predicted that "I know that everyone here will soon be marching over to the Capitol building to peacefully and patriotically make your voices heard." He said of the unconvinced Republicans, "If they don't fight, we have to primary the hell out of the ones that don't fight. You primary them. We're going to let you know who they are."

Third, authorities failed to protect the Capitol with the most basic of security. Security of the Capitol is the responsibility of the Congress, not the president. On the very day of the riot, questions arose over the Capitol building's lack of security: "How did so many rioters get into this building from so many directions? How was it breached?" Rep. Karen Bass, a California Democrat and House Judiciary Committee member, told ABC News. "You saw people with ropes scaling the building. You [normally] can't even get into this building with a purse." Capitol security and police failed to do the most basic thing as the crowd moved toward the building: lock the doors!

6. A Senate trial would be a colossal waste of time.

Although the House can impeach on a simple majority vote, it takes a two-thirds vote of the Senate to convict. The Senate is currently divided evenly at 50 members each (with independent Vermont Sen. Bernie Sanders caucusing with Democrats).

Even in the event the Democratic caucus holds firm to convict, and GOP Sens. Susan Collins of Maine, Lisa Murkowski of Alaska, Mitt Romney of Utah, and Ben Sasse of Nebraska also vote to convict, they would still be 13 votes shy of what would be needed to convict.

Accordingly, the trial would be just for show, with all the participants knowing full-well what the result would be.

This could very well be their undoing in the long run. Ballotpedia reported that as of January 21, the Congressional approval rating was 13%. Using its time for something that's doomed from the start, and a move that looks more like political payback rather than serious judicial action, may well send those dismal ratings further south.

7. A trial would further divide a very polarized country.

President Biden campaigned for "the soul of the nation," and frequently delivered a message of unity — of bringing the country together. And he mentioned it again during his inaugural address Wednesday.

"On this January day, my whole soul is in this, bringing America together, uniting our people, uniting our nation. And I asked every American to join me in this cause," Biden said. "With unity, we can do great things, important things."

Despite the media spin about Trump's electoral challenge and the riot, President Trump remains very popular, and Rasmussen reported this week that his approval rating rose to 51%. The Rasmussen poll was one of the most accurate polls of the 2020 election.

Continuing with a charade of an impeachment trial would only further divide the country, a fact not lost on the Rev. Franklin Graham.

In an open letter he posted on his Facebook page, Graham asked Biden to call the impeachment off for the good of the nation and in appreciation of the new president's "conciliatory words" that asked "both parties to work together."

"If the Democrats go ahead with pushing for the impeachment of a president who has left office, it would only further divide our nation," Graham wrote

''If the Senate tries him, and convicts him, and disqualifies him, I believe it will be null and void, that it should be ignored,'' the 82-year-old Dershowitz said on ''Stinchfield.'' ''The Senate has no power to try and convict a private citizen, which is what Citizen Trump now is.

He said Vice President Kamala Harris has a conflict of interest since she would be presiding over a trial that could potentially disqualify an opponent in the 2024 presidential election.

''The framers never intended a former president to be placed on trial,'' Dershowitz said. ''We are not a country that recriminates against people who have been defeated for office, unlike other countries in the world.''

Dershowitz also excoriated what Senate Majority Leader Chuck Schumer said were ''hundreds of constitutional lawyers'' who he said have claimed that Dershowitz’s interpretation has been ''debunked, repudiated.''

''These are partisans who use the cover of scholarship to come to the conclusion they want to on partisan grounds,'' Dershowitz said. When Democratic Rep. Brenda Lawrence lost her leadership race by a single vote, she looked up the last time a Black woman was elected to sit at her party’s leadership table in the House.

She was stunned to learn it was Rep. Shirley Chisholm of New York — 44 years ago.

In the same year the U.S. elected its first Black woman to serve as vice president, the House Democratic Caucus once again elected a leadership team that didn’t include a single Black woman.

“When the vote is taken by our body, Black women don’t win,” Lawrence (D-Mich.) said in an interview. “I cannot comprehend how, for 40 years, a Black woman has never earned the collective majority vote of our caucus.”

In a caucus that frequently touts diversity as one of its core strengths, Black women have been repeatedly excluded from elected senior positions. And despite the country as a whole undergoing a reckoning over race in recent months, the current leadership team will remain in place for the next two years. It’s an issue several Democrats told POLITICO must be rectified, although no one has a clear idea on how to do that.

The president is likely to establish a policing commission and reinstate Obama-era rules on the transfer of military-style equipment to local law enforcement. He is also expected to sign an executive order directing the Department of Justice to improve prison conditions and begin to eliminate the use of private prisons.

Other executive actions lined up for Tuesday include a memorandum directing agencies to strengthen engagement with Native American tribes, a memo ordering the Department of Housing and Urban Development to promote equality in housing, and an order disavowing discrimination against the Asian American and Pacific Islander community.

Some of the executive actions Biden is likely to take Tuesday are still being finalized and could include additional measures around immigration and reversing a ban on transgender troops serving in the military.

A memo previewing Biden's expected actions for his first weeks in office also included tentative actions on voting rights and sentencing actions at the Department of Justice.

Wednesday: ‘Climate’ dayBiden will announce Wednesday plans for a U.S.-hosted leadership summit to take place on Earth Day as one of multiple actions aimed at addressing the climate crisis.

A memo outlining looming orders also signals Biden will sign an executive order that initiates a series of regulatory actions to "combat climate change domestically and elevates climate change as a national security priority," though it does not offer additional specifics.

The omnibus order will also reestablish the Presidential Council of Advisors on Science and Technology, as well as a memorandum urging agencies to make decisions based on available science and evidence.

Thursday: ‘Health Care’ day

Biden on Thursday will take the highly anticipated action among pro-choice advocates of rescinding the so-called Mexico City policy (https://thehill.com/policy/healthcare/535212-biden-to-rescind-controversial-abortion-rule-in-coming-days), which bans the use of U.S. funding for foreign organizations that provide or promote abortions.

The policy, described as a “global gag rule” by reproductive health advocates, was first instated by then-President Reagan, and has been repeatedly rescinded by Democratic presidents and reinstated by Republican presidents in the years since.

Biden will also order a review of the Trump administration’s controversial changes to the Title X family planning program, which required family planning providers participating in the program to stop providing or promoting abortions to remain eligible for funding.

The president is also slated to sign an executive order aimed at strengthening Medicaid and initiating an open enrollment period under the Affordable Care Act.

Trump frequently bragged about gutting the Affordable Care Act by rescinding the individual mandate, though Republicans were unable to fully repeal the law as promised.

Friday: ‘Immigration’ day

Biden will build on some of the immigration-related actions he took on his first day in office with a few additional executive orders to be signed on Friday.

The president, according to the memo obtained by The Hill, is likely to sign an order related to regional migration and border processing that will rescind Trump administration policies around the asylum system and direct the creation of strategies to address root causes of migration from Central America.

Biden will also sign an order establishing a task force to reunify migrant families separated during the Trump administration. Biden himself faced criticism during the Democratic primaries for the Obama administration's deportation policies, but the Trump administration implemented an official zero tolerance policy that led to the separation of thousands of migrant families.

The president will also sign an order directing an immediate review of the public charge rule "and other actions to remove barriers and restore trust in the legal immigration system, including improving the naturalization process."

A fourth order, establishing principles to guide the implementation of the Refugee Admission Program, is tentatively on the schedule for Friday but could be scrapped or changed, according to the memo.
