There also appears to be an effort to use IT credentials from the executive office of the president to access GSA laptops and internal GSA infrastructure. Typically, access to agency systems requires workers to be employed at such agencies, sources say. While Musk’s team could be trying to obtain better laptops and equipment from GSA, sources fear that the mandate laid out in the DOGE executive order would grant the body broad access to GSA systems and data. That includes sensitive procurement data, data internal to all the system and services GSA offers, and internal monitoring software to surveil GSA employees as part of normal auditing and security processes.

Aides to Elon Musk charged with running the U.S. government human resources agency have locked career civil servants out of computer systems that contain the personal data of millions of federal employees, according to two agency officials.

The systems include a vast database called Enterprise Human Resources Integration, which contains dates of birth, Social Security numbers, appraisals, home addresses, pay grades and length of service of government workers, the officials said.
“We have no visibility into what they are doing with the computer and data systems,” one of the officials said. “That is creating great concern. There is no oversight. It creates real cybersecurity and hacking implications.”
Officials affected by the move can still log on and access functions such as email but can no longer see the massive datasets that cover every facet of the federal workforce.
Again, Elon has not been nominated as an officer of the US, and the Senate has not even been given the ability to review any such nomination. Instead, he’s basically acting like he runs the government and is slashing and cutting with wild abandon.

Millions of people actually depend on the US government functioning. You can’t just have some random jackass show up and rip out fences and assume shit won’t go south. They went completely south with Twitter, but that was just a random social media site people could move on from. This is the most powerful country in the world, and it’s being ripped apart by someone with no concern or care for the actual damage he’s doing.
I would be among the first to say that the federal government needs massive reform, just as I thought that Twitter needed a major overhaul (one of the reasons I wrote my Protocols not Platforms (https://knightcolumbia.org/content/protocols-not-platforms-a-technological-approach-to-free-speech) paper was to try to inspire that kind of overhaul). But there are smart ways to do it and then there’s this: which is just utter destruction while looking over his shoulder to see if the nihilistic kids who worship his every move are finding it entertaining.
There’s a crucial lesson here about thoughtful reform versus destruction: Musk’s approach to institutions resembles a toddler “fixing” a grandfather clock by removing its pendulum. Yes, the clock needed maintenance — but now it can’t tell time at all. The federal government absolutely needs reform, but what we’re seeing isn’t reform — it’s vandalism dressed up as innovation. And unlike Twitter, where users could move to Mastodon or Bluesky (or just log off entirely), there’s no backup government waiting in the wings when Musk’s wrecking ball finishes swinging.

Senate Finance Committee Ranking Member Ron Wyden, D-Ore., demanded answers from Treasury Secretary Scott Bessent today following a report that personnel affiliated with Elon Musk have sought access to a highly sensitive Treasury Department payment system. That system, which is maintained by non-political staff, disperses trillions of dollars each year, such as Social Security and Medicare benefits, tax credits for individuals and businesses, grants and payments to government contractors, including those that compete directly with Musk-owned companies.
Senator Wyden wrote in a new letter: “To put it bluntly, these payment systems simply cannot fail, and any politically-motivated meddling in them risks severe damage to our country and the economy. I am deeply concerned that following the federal grant and loan freeze earlier this week, these officials associated with Musk may have intended to access these payment systems to illegally withhold payments to any number of programs. I can think of no good reason why political operators who have demonstrated a blatant disregard for the law would need access to these sensitive, mission-critical systems … The federal government is in a financially precarious position, currently utilizing accounting maneuvers to continue paying its bills since it reached the debt limit at the beginning of the year. I am concerned that mismanagement of these payment systems could threaten the full faith and credit of the United States.”
His letter continued: “The press has previously reported that Musk was denied a high-level clearance to access the government’s most sensitive secrets. I am concerned that Musk’s enormous business operation in China -- a country whose intelligence agencies have stolen vast amounts of sensitive data about Americans, including U.S. government employee data by hacking U.S. government systems -- endangers U.S. cybersecurity and creates conflicts of interest that make his access to these systems a national security risk.”

Oh, I don't like it, Chump. In fact, I work real hard every year to neither get a refund or owe. In fact, I've gotten pretty good at it. Last year, Uncle Sam owed me $7.00.
But, if you consider the fungibility of money, yeah, anything I'm refunded is originally from my pocket and belonged in my pocket all along. Now, if the government paid me interest on the money they've been holding for me, you'd have a point. THEN, I'd be getting money from the government. But, as it stands, if I overpaid taxes, it's simply money from my pocket that's been sitting in a government account somewhere, not collecting interest (for me) and not being used. It's just sitting there.

I think the operational risks, they’re so multi-varied, even trying to come up with an answer of how many, it’s like where do you start. Maybe the first is introducing non-native technology. Technology goes through a rigorous process to be used by the federal government, it’s checked for various safety issues. How many more years did people like Obama use Blackberries when everyone, including CEOs, were using iPhones? There’s a very rigorous process for making technology safe and secure. Obviously none of that process is happening. The organization responsible for doing that [the U.S. Digital Service] has been gutted and turned into a meme (https://www.whitehouse.gov/presidential-actions/2025/01/establishing-and-implementing-the-presidents-department-of-government-efficiency/).
As I discuss in the piece, there are systems that are run in parallel between and older and newer versions to make sure the same answers are coming out. We’re talking about systems where for years, both systems have been putting out correct data but not shutting down one because of edge cases where the data could be different. Only after years of work, they’ll shut down the older system. When you’re running old and new systems in tandem, you’re incurring both costs. My central terror, although there are a million ones you can pick, is that based on Musk’s history, the redundancies which are the premise of mission-critical IT systems, the premise that this must never fail, he’s going to look at it and say look at this inefficiency. A mission-critical system has to be inefficient because that’s how you make sure it functions all the time. The difference between 97 percent and 100 percent functioning is crucial. It may be inefficiency, but it means making sure that 88 percent of the federal government’s payments are going out all the time reliably.

I won’t speculate about all the things you can do with read-only access. The basic fundamental issue is, you read the code in order to understand it and make changes to the code. Why else are you looking at code except for proposing changes? The top civil service professional, a man who was just named acting Treasury secretary for a while, and technically appointed by Trump for that position, said that this is too serious for me to be willing to accept, and was put on paid administrative leave and then “made the decision” to retire but really was forced out.

The slow-motion trench warfare is happening and they have had successes on that front, like with USAID. What happens when they get an agency to bend to their will and control an agency, they could shut off payments at that source. With legacy IT systems, it’s impossible that they’ve gained any capabilities at least yet. Even if people are putatively complying with DOGE and that, they are not eager to say the least for this stuff to happen. I don’t think worrying about individual payments is on the track for the near future.
That being said, they can potentially be at the point, depending on how much more authority they get at the Bureau of the Fiscal Service, to cut off the payments of an agency. If an agency is resisting, on an unclear timeline, they may be able to suffocate one agency’s payments. And if there’s even one day payments are not going out, it can be catastrophic. As we saw last week with the freeze at OMB.

Unfortunately, my sources also tell me that the subsequent anonymous sources mainstream journalists reported who worked to downplay the situation are not accurate.Wired beat me to the punch of reporting that a top DOGE employee, 25 year old former SpaceX employee Marko Elez, has not only read but write access to BFS servers. What can I say, I had to sleep and my sources messaged me after I was asleep. Two of those sources say that Elez’s privileges include the ability not just to read but to write code on two of the most sensitive systems in the US government: The Payment Automation Manager (PAM) and Secure Payment System (SPS) at the Bureau of the Fiscal Service (BFS). Housed on a top-secret mainframe, these systems control, on a granular level, government payments that in their totality amount to more than a fifth of the US economy. [...]
Typically, those admin privileges could give someone the power to log into servers through secure shell access, navigate the entire file system, change user permissions, and delete or modify critical files. That could allow someone to bypass the security measures of, and potentially cause irreversible changes to, the very systems they have access to. [...]

All of this is absolutely true according to my sources.Additionally, I can exclusively report that while there was initial hesitation from “IT Leadership” to give them access, they relented. However, they still believed this was extremely risky with one member of leadership saying “I’ve never done anything like this before”, according to a source familiar with the situation. A current IT employee of the Bureau of the Fiscal Service told me “This level of unchecked access is critically dangerous to the economy and the government”. When I replied “this is terrifying” to being informed that they have “write access” this source replied “Yeah it's not good. Read privileges on its own still would have left room for catastrophe, but read and write is apocalyptic.”
One source explicitly said that they were only reporting to me because there was no one left in the Federal Government to report security breaches to:
