Here's another idea I had this morning.
The state of Tx is quietly mulling legalizing gambling to allow casinos here in Texas. Now would be a great time to pass this legislation, and get things rolling in Htown. You'd have a construction worker base and a casino employee base to pull from. Just a thought.

Well, I generally don't have much nice stuff to say about the city of Houston but it's been very welcoming of the flood refugees. As many know by now the Astrodome is going to stand in for the Super Dome as a massive shelter. Bob McNair, owner of the Houston Texans, has said he will donate a million dollars to the relief effort and has challenged Houston to match it. Just about every church, temple, mosque, and community group is holding a drive of some kind. Tons of businesses are giving away something free to anyone with a valid Louisiana, Mississippi, and Alabama drivers license. Even here at the University of Houston the administration is talking about offering up some of our athletic facilities as shelters. I would hope that any city in America would step the way this city has. I just hope that this good will lasts through the refugees extended stays.

Let's just hope the refugees appreciate it in kind.
I was watching the Houston news last night and they showed this lady doing the whole "shane-ne" thing, going off about how she had her mom and kids to take care of, and wanted a house, food, and water.
Look around lady, be thankful you're alive.

Late Wednesday, Tenet Healthcare Corp. asked Louisiana State Police and the U.S. Coast Guard to help evacuate one of its hospitals in Gretna after a supply truck carrying food, water, medical supplies and pharmaceuticals was held up by gunmen.
Two days ago, when several posters here were saying "leave the looters alone". I said that we had to stop the looting to keep NO from descending into hell like Baghdad. Several people, particularly Kori and TimVP, said it would be Atlantis by tomorrow (yesterday) and New Orleans could only descend into the ocean at this point, so why waste efforts trying to stop looting. Well, this is why. This is what minor looting escalates to.
So what can I say....I told you so.

What really worries me here isn't housing the refugees, its what is going to happen when they get settled in and start looking for jobs/working. There's no shortage of places where Houston could convert things to makeshift housing, but the roads and public transportation systems here are woefully inadequate for a city this size. Hell, I remember the mess that the Superbowl made, and that was just for one weekend and in a very specific part of town.

All I want to know is WTF is up with the Red Cross? They have been MIA in N'awlins for two days now. I bet those people that had to sleep on I-10 last night would welcome something as trivial as a bottle of water.
:lol That Sheehan bitch blamed the hurricane on Bush, saying his global warming policies and "killing policies" are to blame.
What a fucking idiot.
There are multiple huge lines of red cross trucks and people but they can't get into the areas yet. On the east they are getting to people because the water is gone but there is debris.
In the west it's water.

I'm sure someone will try and stir up some shit, somewhere. Then again, how many people are going to be stupid enough to try and bow up on the National Guard?
exactly, apparently someone fired at a military helicopter (per MSNBC) one of those jackasses is going to shoot at the soldiers and get killed because the soldiers will be defending themselves and the soldiers will get blamed for it by some bleeding-heart dipshit.
AHF....Cindy Sheehan really said that? I felt for her because she lost her son but that just blew all that. Do you have a link? Thanks.

Here in town we have about 6 armories and the police have at least 3-4 small armories.

Ford Motor Credit Company is offering customers affected by Hurricane Katrina the opportunity to defer up to two vehicle payments.

The world is reacting to America's disaster. Saudi Arabia says it's ready to increase crude oil production to replace market shortages. Venezuela is offering humanitarian aid and fuel. Canada's Red Cross is assembling volunteers. French President Jacques Chirac and German Chancellor Gerhard Schroeder sent messages of sympathy to President Bush.
Pope Benedict says he's praying for victims of the "tragic" hurricane while China's President Hu Jintao expressed his belief that the American people would "rebuild their beautiful homeland."
But not all responses were positive. Islamic extremists are rejoicing. Internet chatter referred to the storm as "Private" Katrina, and said it had joined the global holy war against the U.S.
WTF? China is saying nice things?
Thank you Saudi Arabia.
Up yours militant Islamic mother fuckers.

WTF?????
As a journalist you are not supposed to be involved in the news. You report, not create or unfluence.
It is also possible that just because they have a camera and a microphone, they dont know what to do for someone having a seizure.
Rescue operations are stopped. Too unsafe, presumeably from looters.
I can't believe that someone fired shots at a military helicopter, so they've halted evacuations. One, he's lucky they didn't return fire and tear him into pieces. Two, that crowd in front of the CC is probably none too happy right now about the situation that jerk-off with the gun put them in.
Hopefully he'll get a little street justice.

The National Guard needs to be given clearance to shoot looters on sight.
Although, it may be that conditions are so bad that not even the NG can maintain order.
The thing I fear now is that they may have to leave 60,000 people there to fend for themselves, nearly all of whom would die in those conditions.

I don't think they'll even consider that. Every "man on the street" interview I've seen has shown that the rage is directed at the government and rescue workers, who they think haven't done enough. I should stop listening to BBC because my blood pressure can't take it, but basically their reporter interviewed person after person, all of whom were enraged at the "lack of help" they were receiving from the authorities. None of them complained about the looters and armed thugs running around hijacking medical trucks and shooting at cops and helicopters.

Actually under martial law they can do that. However you'd end up with the quack jobs like Sheehan saying that Bush signed off on death warrants for the poor in NO at the hands of our government.
Probably need to establish some rules of engagement, i.e., if you are looting and are caught and refuse arrest, have firearms and brandish you can be shot.

I can't put the people up anywhere. I really wish I could, but Jess and I barely cover our own needs. I don't know, I'll talk to her and maybe we can do something to house a single person, but I'm not sure we can even muster that. I really want to, though.
However, if they are going to have people here, they are going to need volunteers. If anyone comes across any info on how we can help, please post it. I don't have much money to give, but I have my time and my sweat.

No no, SW said she wished they carried water. You attacked Joe's profession, he stood up for it. You tend to talk down to people at times. I don't know if you do it on purpose, but it seems like you look down on people if they're not making their own bisquick, cooking a meal in 20 minutes, or now administering first aid.
Reporters have a job to do, and sometimes that means they watch instead of act.

11:58 A.M. - SALT LAKE CITY (AP) -- Utah's religious congregations are working with national relief organizations to help ship relief supplies to victims of Hurricane Katrina. The Church of Jesus Christ of Latter-day Saints finished loading the last of fourteen trucks headed for the area yesterday. Pallets of sleeping bags, tents and other relief supplies were transferred from the Mormon church's central storehouse to trucks headed to Louisiana and Mississippi.Church spokesman Dale Bills says several LDS church buildings in the area are being used as emergency shelters, as well.

Maybe what you should do is take yourself to NO, pop out that kid of yours and you two can walk around teaching first aid to everybody.

Actually under martial law they can do that. However you'd end up with the quack jobs like Sheehan saying that Bush signed off on death warrants for the poor in NO at the hands of our government.
Well, if Cindy Sheehan isn't careful, she's going to end up with a cap right between the eyes. People's tolerance for that bullshit in a national crisis is really small.
There are maybe a couple thousand violent thugs roaming around. There are 60,000 people trapped in the city. After the first hundred criminals get killed, order will be restored really fast, and there might be a chance to get people out.
You hear what's happening. People are starting to drop dead left and right.
What's so sad is that for years they've known that this was going to happen, and they knew that they didn't have the resources to deal with it, and still nothing was done. They knew they weren't prepared, and it shows.
Nobody even had the foresight to build up enough high ground somewhere to put a command center that would not itself be devastated by the floodwaters. And now we have a situation where a staggering number of people are going to die -- not from storm surge, not from drowning, but from hunger, thirst, disease, and violence days if not weeks after the storm blew through.
Not only is there no central plan, there's really no way to execute one now.

Despair grips New Orleans
From staff and wire reports
As a tired, hungry and frustrated crowd chanted ``Help us! Help us! Help us!'' in front of the New Orleans Convention Center this morning, someone pulled back a filthy blanket to reveal a gray-haired man slumped dead in a lawn chair.
All around, the 8,000 or so refugees in this uninhabitable city stretched in a long line across down Convention Center Boulelvard, demanding help from police and military who kept moving past.
"They treat us like animals,'' said Angela Perkins, who had fallen to her knees, clasped her hands and screamed out a prayer. "They can send me anywhere. They can send me to Africa.''
Kevin Clark, 10, who had come to the center with his grandfather, Isaac, described the horror so many people are facing here.
"I'm scared,'' he said. "I slept on the ground last night. I don't have anything to eat. The last time I ate was Monday.''
Desperate New Orleans residents were flocking to the Superdome today, hoping for a spot on a bus to Houston's Astrodome. But the scene at the Superdome -- the shelter of last resort for up to 23,000 people -- became increasingly chaotic as the swelling crowd made it difficult for buses to get through.
Paramedics became alarmed by the sight of people with guns. The evacuation of fragile refugees, who were supposed to be airlifted to the Astrodome, ground to a halt when medical personnel received reports of gunfire and as trash fires outside the Superdome fanned unfounded fears of arson.
Richard Zuschlag, chief of Acadian Ambulance, said it had become too dangerous for his pilots. Zeuschlag said paramedics were calling him and crying for help because they were so scared of people with guns at the Superdome. He also said that during the night, when a medical evacuation helicopter tried to land at a hospital in the outlying town of Kenner, the pilot reported 100 people were on the landing pad, some with guns.
"He was frightened and would not land,'' Zeuschlag.
Despite the angry crowds, however, the bus evacuations continued.
Superdome refugees had lined up for the first buses, some inching along in wheelchairs, some carrying babies. Almost everyone carried a plastic bag or bundled bedspread holding the few possessions they had left. Many had no idea where they were heading.
"We tried to find out. We're pretty much adrift right now,'' said Cyril Ellisworth, 46. "We're pretty much adrift in life. They tell us to line up and go, and we just line up and go.''
Not everyone in New Orleans was following directions, however.
Managers at the Covenant Home nursing center were prepared to cope with power outages and supply shortages following Hurricane Katrina. They weren't ready for looters.
The nursing home lost its bus after the driver surrendered it to carjackers. Groups of people then drove by the center, shouting to residents, ``Get out!''
On Wednesday, 80 residents, most of them in wheelchairs, were evacuated to other nursing homes in the state.
"We had excellent plans. We had enough food for 10 days,'' said Peggy Hoffman, the home's executive director. "Now we'll have to equip our department heads with guns and teach them how to shoot.''
Looters around New Orleans threatened survivors and ransacked stores. Some were desperate for food - others just wanted beer and TVs.
The risk to safety prompted Mayor Ray Nagin to order virtually all the city's 1,500 police officers to leave their search-and-rescue mission and return to the streets to stop the thefts that turned more hostile as the city plunged deeper into chaos.
"They are starting to get closer to heavily populated areas - hotels, hospitals, and we're going to stop it right now,'' Nagin said.
Amid the turmoil on Wednesday, thieves commandeered a forklift and used it to push up the storm shutters and break the glass of a pharmacy. A crowd stormed the store, carrying out so much water and food that it dropped from their arms as they ran. The street was littered with packages of ramen noodles and other items.
New Orleans' homeland security chief, Terry Ebbert, said looters were breaking into stores all over town and stealing guns. He said there are gangs of armed men moving around the city. At one point, officers stranded on the roof of a hotel were fired at by people on the street.
Authorities said another officer was shot in the head and a looter was wounded in a shootout. Both were expected to survive.
Looters also chased down a state police truck full of food. The New Orleans police chief ran off looters while city officials themselves were commandeering equipment from a looted Office Depot. During a state of emergency, authorities have broad powers to take private supplies and buildings for their use.
Chronicle staffer Dale Lezon and the Associated Press contributed to this report.

Probably one of the most maddening realities that we are seeing today. It's pretty obvious the federal government, despite all its BS studies and plans and practice exercises, still isn't ready for a tragedy like this.
They need to bring in mobile communications equipment from the military, get up some mobile communications aircraft that can relay cell phone messages, etc over NO and south Alabama and Mississippi.
Strap speakers to helos to advise people in the cities where to go for help, etc.
And deploy the NG and police to deal with the looters with a shoot on site order. Any fucker with a gun running around looting gets capped. Judge, jury, executioner all at once.
The only good thing about the looters is that they aren't doing anything to save themselves, and like Kori said - God has a plan for them. Namely, death in their home city. And to that I say good fucking riddance.
If you want to sign your own death sentence, fine, but don't jack with the rescue and police personnel who are trying to save the ones who want to get out.

This thing is a complete clusterfuck all the way around from a state, local, and federal government standpoint.
It appears the idea is to rescue them, get them to dry land, get them to the Superdome, get them out of the area to shelters.
That I have no problem with, but all that takes time and logistics. In the meantime you've got to give them some fluids and some food, particularly the fluids part. A human can survive over a week without food, but the water is the biggie.

To be fair, we can't say "supplies" click our heels, snap our fingers and they will show up. Its a logistical nightmare trying to get food and water to so much. All the supplies have to be brought in and distributed....trying to get to people has been the biggest problem. People have become desperate and that makes it worse. We can't just say "well the government isn't doing enough" This is a long drawn out process and I have a sinking feeling that its about to get really really ugly.

I have to scratch my head at the Convention Center people though. Fox talked to some guy yesterday that said "we just came here, too many people at the Superdome, we figure if enough of us gather here the government will come for us."
All the staging and resources are at the Superdome, you've got to go there instead of "make my own place for the government to come, and expect them to show up with bells and whistles on."

believe me, I am the biggest BBC hater there is, but if you've been watching CNN for the last hour, you have got to be stunned. We are not a third world country. We should be able to handle this. The area they have new footage of is around the convention center. It's all dry land, no flooding in site. The streets are clear - except for the trash and dead bodies and thousands of people near riot screaming for help. There are people passed out all over the place. You can't tell who is dead or who is asleep.
There is an elderly woman - clearly dead - in a wheelchair who has been propped up against a wall. People either passed out or near to collapse are lying next to her. The living are laying next to the dying. There are no relief trucks, no police, no rescuers in site.
I understand they can't get to everyone on the roofs right away. But this is a dry area. I have no words...
WWL Blog:
12:38 P.M. - (AP): Two French Quarter hotels says federal officials have foiled their plans to hire buses to ferry guests to higher ground.
The general manager of the Astor Hotel at Astor Crowne Plaza says the hotels teamed to hire ten buses to carry some 500 guests.
But Peter Ambros says federal officials commandeered the buses, and told the guests to join thousands of other evacuees at the New Orleans convention center.
One man says he and others had paid $45 a seat for the buses, and that they were "totally stunned" when the buses never arrived. Another woman said the crowd had waited 14 hours for the buses. She says the idea of walking to the convention center scared her because of reports of looting.
The woman says it appears Louisiana officials have forgotten about tourists, and are just intent on getting their own residents out.

In case anyone in national security is reading this, get the word to President Bush that we need the military in here NOW. The Active Duty Armed Forces. Mr. President, we are losing this city. I don't care what you're hearing on the news. The city is being lost. It is the law of the jungle down here. The command and control structure here is barely functioning. I'm not sure it's anyone's fault -- I'm not sure it could be any other way at this point. We need the kind of logistical support and infrastructure only the Active Duty military can provide. The hospitals are in dire straights. The police barely have any capabilities at this point. The National Guard is doing their best, but the situation is not being contained. I'm here to help in anyway I can, but my capabilities are limited and dropping. Please get the military here to maintain order before this city is lost.

9:45 A.M. - Dave Matthews Band is expected to announce a concert today benefitting the hurricane victims.
Dave Matthews Band will likely play a benefit concert for Hurricane Katrina victims, according to Billboard. The concert will be an additional date to the already 3 night stand at Red Rocks, Colorado (Sept. 9-11). All proceeds from the Monday Sept. 12 show will benefit Katrina victims. This creates a unique four night stand for the band. For those few that have no idea, Hurricane Katrina made final landfall August 29th and has destroyed and flooded parts of Mississippi and Louisiana. Mayor Ray Nagin of New Orleans when asked how many deaths were expected said, `Minimum, hundreds. Most likely, thousands.' If true, it would make the storm by far the nation's deadliest hurricane in more than a century. They mayer is also reporting that the city will not be functional for two or three months because of the damage and flooding. AntsMarching.org (http://www.antsmarching.org/story.php?NewsID=434)

1. Congress is reconvening in emergency session to grant funding.
2. FEMA should have been doing this before the disaster. The fact that they've supposedly had their "cat 5 hurricane hits NO" plan and been refining it for the last 20 years tell me a lot of people were doing a pretty shitty job planning, giving what's going on right now.

Wasn't he the guy that said the levee breaches would be fixed in a matter of three hours or so, and who said that deaths would be relatively low, and that things were being blown out of proportion?
Pot, meet kettle.
The states of Texas and Mississippi are acquitting themselves well here. Texas is doing a much better job than the feds, much better. We know what the hell we're doing over here. You can tell Mississippi is doing OK considering their hardships because you're not hearing much.
FEMA is a shell of what it was before it was placed into DHS. The Director of Homeland Security should be fired. If this is how DHS handles a natural disaster, I shudder to think what they'd do after a terrorist attack. Good job, Dubya. I may vote Democrat in 2006 just out of spite.
Louisiana officials are so disgustingly incompetent in all of this I think after this is all said and done the state should be stripped of self-rule and run like Washington, D.C. i mean, we always used to joke that the state is more like a third-world country than it is like the rest of the U.S., but apparently that wasn't a joke.
I'm getting pretty angry. I understand the conditions are horrible, but everyone knew this would happen someday, and nobody was prepared to do anything.
Michael Savage said last night that FEMA a few years ago identified the problems, had an action plan which would have been implemented by now, and asked for funding, but were told, sorry, we have to spend that money on the Iraq war.
So, let me get this straight: we're in Iraq to protect the homeland (somehow) from terrorist attacks which may or may not happen, so we can't spend money to mitigate natural disasters which are guaranteed to happen.
On 9/11, we lost 3,000 people and a few city blocks. Now, we're losing probably 50,000 people and an entire city.
Great priorities, Republicans!

Some updates on the tropics from Jeff Masters.....
The most significant threat in the tropics is the potential on Sunday or Monday for a tropical depression to develop in the waters between the Bahamas and Bermuda. This is the same location that Katrina developed. This development would occur at the tail end of a cold front that is expected to push off of the East Coast. The latest GFS model run is showing two possible areas of formation, one near Bermuda, and one near the east coast of Florida. If a depression does form near the east coast of Florida, the likely track would be across Florida and into the Gulf of Mexico. If formation occurs closer to Bermuda, the likely track would be northeastward away from land. I think it is unlikey that two systems would form in the this region; the energy for storm formation will probably concentrate in one area and create one storm. Let's hope that if this occurs, the formation region will be closer to Bermuda and the storm will head out to sea.
Not good, not good.

Who the fuck would open sniper fire under a circumstance like this?? Crazy ass mofo'sThe people think that the government is intentionally leaving them to die, so they've gone mad and are just shooting at whatever authorities they can find.

Thats the problem with our political system and how sensation driven it is. Politicians get votes by showing their constituants they are "fixing problems", problems that aren't a big news makers don't get put into the spot light.
Sure, everyone cares about abortion and keeping the gays from marrying, but no one cares to look at the environmental problems we have across the country. This is only one diaster that had the potential to happen out of MANY.
So yes, we should be angry at this time, but we have to be a bit introspective and point some of that anger at ourselves for allowing this country to remain ignorant to very real dangers.

Actually environmental clean up has been big business since the first round of base closings in the 90's. When your dealing with billions of gallons of contaminated water it's gonna take time. Army core is good at water.. then next will come tractors to clean up the waste and tear down stuff .. dig everything out.
The politicians sign papers, bark orders and give money.. after that it's now up to the grunts to get shit done now....

hysterical. I've only seen parts of that movie. I'll have to rent it.
I'm in real estate development, so I particularly liked the part where he is looking at the mock-up model for his new "center for retarded kids" or whatever. He gets mad and says "is this a joke?! no way can you fit 500 kids in that...why, it would have to be at least 3 times that size" :lol

Houston has made a lot of the same stupid mistakes. Low-lying areas that once were kept undeveloped because of their exposure are now solid housing and retail.
If a Cat 4 or 5 hit Galveston Bay, it wouldn't be as bad as it is in New Orleans as far as death because the emergency command, evacuation, search and rescue, and refugee plans are vastly superior, but 1 million would be left homeless.

2:04 P.M. - (AP) Fights and trash fires broke out, rescue helicopters were shot at and anger mounted across New Orleans on Thursday, as National Guardsmen poured in to help restore order across this increasingly desperate and lawless city.
"We are out here like pure animals. We don't have help," the Rev. Issac Clark, 68, said outside the New Orleans Convention Center, where corpses lay in the open and he and other evacuees complained that they were dropped off and given nothing -- no food, no water, no medicine.
Homeland Security Secretary Michael Chertoff said the government is sending in 1,400 National Guardsmen to help stop looting and other lawlessnes in New Orleans in the wake of Hurricane Katrina.
