The bottom line is a country has only so much buffer for crisis. In your own personal life, you have only so much buffer for crisis. If we or if you experience a life altering event that soaks up that buffer, you could easily hindsight yourself into retardation about the buffer size, but the fact is there are many things we could die from and we decided at some point that building our individual portfolios was more important than building a nest egg of PPE, or maintaining 330 million people supply of life saving materials to be used in parallel.

On the first point - both CC and I mentioned cost of operation and that of course translates to profit margin. Who here ever said "gee, I wish I could find that same thing for more?" You'll buy the cheaper one if the quality is similar and availability is acceptable. Knowing that, corporations owe it to their stockholders to maximize profits. They don't create the tendency for American individuals and companies to choose money over country. They only capitalize on it. I believe Trump ran on a platform of bring manufacturing back to the US instead of outsourcing it even if it meant subsidizing it some.
But this isn't a long term production, this is an emergency. Laws like the DPA are specifically tailored to the fact that companies will not move mass manufacturing back to the US out of their own volition. Trump promised something he already knew wasn't going to happen, and manufacturing is going to fly back to the cheapest world region in due time.
That whole reason the DPA exists is that there's no economic incentive here, there's a higher mission of saving American lives.
I don't quite understand your 2nd point. You're not ramping up manufacturing by going to different companies. Apples vs oranges.
The 2nd point goes entirely to what I described earlier. You have the VP in charge of the pandemic (federal) telling governors to ramp up testing since they all have excess tests, then you have governors (state) telling the federal government that they don't have the supplies to use the tests.
There's a disconnect here, where instead of these two entities are working together to address this (which clearly has not been addresses properly yet), they're talking past eachother.
Here you have a republican governor having to go public asking the FDA to expedite/step in on this (a federal agency, which, BTW, expedited Hydroxychloroquine in a couple of weeks).
All these things are a symptom of the same problem: There's a complete breakdown on the coordination between federal and state governments, it's been there from the get go, and it's still going on. I would even go as far as pointing out there's no actual coordinating plan. It's all improvisation when the requests and responses come in and out.
Considering how long it's been since this started, and the dead people piling up, calling it inept is being kind.

So I am not sure what you're asking exactly. I explained that, law or not, ramping up manufacturing takes time. You said no, other companies can be given the green light. This is what leadership is. You grab the best people around, you set up a plan and you execute. You know this well, works in every area of life. Improvisation is for amateurs, especially when lives are on the line.

There's simply no tariff high enough that will offset paying $2 an hour, and 12+ hour shifts.
Anybody that knows anything about basic economics understands that. But that's besides the point right now. If it costs $20B more than in China to develop the reagents here, you do it, the government funds it and you have the supplies. Once this passes, you let manufacturing go back to where it needs to go.

I can tell you that reagents are being manufactured in the US. I cannot tell you how much or who/where (some of that I don't even know). I do know that much of this is a recent development and we should look at it on a state by state basis as they are responsible for testing - mostly being done by private labs right now but not because the states cannot test, it's because they don't receive enough samples to justify additional testing facilities ATM.
The bulk of focus should be on New York, but because of how they stack their urban population like cattle and how much interaction they have with so many others in daily routines, it's an uphill battle just to get a grip on it. Keep in mind that, while all this is happening, other ailments still have to be addressed, other kits have to still be manufactured.

The national stockpile used to be somewhat more robust. In 2006, Congress provided supplemental funds to add 104 million N95 masks and 52 million surgical masks in an effort to prepare for a flu pandemic.
We've already done all this. Why pretend we didn't?
We did it. They got used with the swine flu in 2009 and never replaced. Why pretend they werent?

The problem is we don't have one or other. Actually, we have worse. We have both sides bickering left and right and still no testing capacity of the kind we need to make informed decisions. And all that bickering isn't free, people die, and decisions that leaders make in complete darkness, have a measurable value in human lives.

President Trump announced Sunday that he will use the Defense Production Act to direct a company to increase production of badly-needed swabs for coronavirus testing.
Trump said at a White House news briefing that he would use the Korean War-era law to direct one company that the administration has "had a little difficulty" with to increase swab production by over 20 million swabs per month.
He did not name the company and he did not provide further details.
"We're calling in the Defense Production Act and we'll be getting swabs very easily," Trump said.

Some clinics don't want the tests because they don't want people who think they have it to come to them. They want someone else to worry about it.
If I was in charge I would treat this as an invasion, I would use Homeland Security the FBI and the National Guard. I would roll out testing in every city and insist on manufacturing of test kits. I would treat this virus like removing lice from the head of a child.

There will be OTC kits available but administering it yourself will be hit or miss, mostly miss, because you have to jam the swab up your nose all the way back to your fucking ear or some such shit. I cannot see people doing that right. Supposedly there are Ig-G serology kits available in early May from both Roche and Abbott labs. Capacity for manufacturing them by the millions could be a different story. Roche has been trying to get FDA clearance on their kit. I don't know about Abbott Labs. Getting things through for IVD testing is time consuming and even if the FDA is fast tracking, it's still not overnight.

Regardless, we're not anywhere near testing at the level we need to test, which was what started this conversation. We're nowhere near even the administration projected numbers (talk about models).
We needed to get this ball rolling 1 or 2 months ago, when the clown in charge was talking about viruses magically disappearing and wishing the virus away.

Testing was the responsibility of the CDC. CDC is under the guidance of Trash’s executive branch. Rather than seeing where the DOW is every day, watching the news every day to line up his twitter feed and figuring out when his next golf outing would be Trash should have paid attention to, been monitoring the real emerging crisis. Plenty of experts were pointing out the potential disaster. When the testing sites were reporting failures in testing, if he wasn’t asleep at the wheel and knew how critical testing was, he would have made the appropriate and necessary adjustments to regulations to unleash the commercial labs. Meanwhile he would have been aware of of what supplies would be necessary to enable testing by the commercial labs which ultimately would have been necessary one way or the other and begun to procure them. We need a better, more intelligent, more engaged President. The country need and deserves it.

But a lot of attorneys are actually going to work because fuck it. Austin's paternalism vs. Houston's don't-give-a-fuck approach has everything to do with it, in my uninformed/off the cuff view.

Do you know how accurate the test you took is thought to be?
This is what is interesting.
This test should really be used to tell if a person has had, not has the disease.
Assume Snake had the disease. He should test positive if he has a good titer ( conc Of Ab)
If he had the disease it would be interesting to see how often after the disease he continues to test positive. We really don’t know how well people are protected from future infection based on what we know about the immune response. Theoretically, if his Ab titer went way down, as long as he had enough memory cells to make more Ab to the virus, he would be fine.
Now the viral dosage comes into play. If he had a very low concentration of Ab, but did have memory cells, it might not be good enough to stave off a large viral dose that then replicated quickly. The diseases that give us active immunity for a lifetime are slow replicating and cause our bodies to keep a sufficient number of memory cells for a lifetime. The vaccines therefore work very well. A few, like tetanus(not viral), need a booster to keep our memory cell concentration high enough.

Yeah sickest I've felt since having a really bad flu like 30 years ago but zero respiratory illness. Then again I rarely even get a cold. All I meant is antibody level could mean a bunch of different things, those were just guesses. They don't know anything about what the levels mean yet.

No problem getting people tested at my wife's practice last two weeks. Results within 48 hours. Only a few positives, none of her patients though. Big change from a few weeks ago when they couldn't get anybody tested.

SA is also a Home Rule city which means it arguably has the ability to keep its own regulations, regardless of what the Gov says. The other important thing to take away from Abbot regarding face masks is that I believe he said businesses can still require them. I think the only argument is that people cannot be fined. I think most people will keep the masks for at least another 30 - 45 days regardless of what the government says.

I read this as well. The only problem is that the ability to fine has been removed and I don't know if a business is going to throw someone out for not wearing a mask. For example, I was at HEB last week and I guy came in wearing a tank top and he tried to just pull it up to cover his face. A worker stopped him in the store but then let him continue to shop.

I did see that. I'm simply pointing out that I believe San Antonio officials have the ability to self-govern on this issue, if they really want to. As Boutons said above, they are not likely to spend money making a legal fight.
The cynic in me believes that they are in a win-win from a political standpoint. If everything goes well, they cautiously warned but did not impede the latest order; if things go poorly, its the governors fault. Personally, if they disagree, I would like to see them push back and implement city rules.
