Let's follow the path you're suggesting:
1) Subpoena him
2) He testifies under oath, let's say he lies, this is what we're discussing
3) Congress finds out, due to cross, etc.

4) At this point Congress has two options: Refer him for criminal prosecution for lying under oath, or impeach Nunes himself.

They're not really two options. He's immune from criminal prosecution as long as he's a member of Congress conducting his Congressional duties (It would be hard to argue that's not what he's doing while testifying in Congress, as part of a Congressional inquiry).

So the other option is impeach and removal, then referral. Which is another long process, politically charged, distracting, etc. Would it be proper? sure. In the current political climate, it's difficult.

And at the end of the day, his testimony would be useless, since he lied. Is the political value worth it? Probably not. It might actually be damaging.
