They also indicate degree of certainty and when they make mistakes on a prediction or assessment.
Sometimes one must wait a little longer for them to give out an assessment. They are careful, but clearly aligned with Ukraine and giving them help.

Lately they have delved much more into what is happening within the Russian government and Ministry of Defense. Putin plays a very dangerous game amongst the various military entities (the government MOD, the various private armies, etc...) So there is a lot of intrigue going on. And a very fine line on how much the Russian people should really know and how much the Russian people need to be involved. So Putin sets his own MOD against against various private entities and their media. Its interesting how Putin's inner circle lets the blame swing from the ministry of defense and private armies and their very successful bloggers. Putin seems to keep all these people who have power at arms length and guessing on how much they can criticize. This is why there has been so much confusion about calling this a war or special operation and how much to urge on common folk to get on a war footing or to settle down, everything is under control. They switch emphasis from the big bad Ukrainians to these pests who must be put in their place. From "we are fighting for the survival of Russia" to "be calm, we will grind these guys down, the West will give up on them and we will envelope them, patience..." It can get very weird.

Russia's Jan-Apr budget deficit hits $44 billion as energy revenues plunge

May 10 (Reuters) - Russia's federal budget recorded a 3.4 trillion rouble ($43.8 billion) deficit in the first four months of the year, the finance ministry said on Wednesday, as Moscow continued to spend heavily and energy revenue fell.

In the same period of 2022 Russia posted a surplus of 1.2 trillion roubles, but since then significant outlays to support its military campaign in Ukraine and a wall of Western sanctions on its oil and gas exports have hit government coffers.

The finance ministry stopped publishing individual monthly budget fulfilment data last year, but based on Wednesday's figures, Russia posted a deficit in April of 1 trillion roubles ($12.9 billion).

That compares to a 181 billion rouble surplus in March and deficits of 821 billion roubles in February and 1.76 trillion roubles in January.

Just four months into the year, the spending gap in April took Russia's deficit 17% above the government's plans for a 2.9 trillion-rouble deficit in 2023 as a whole.

Spending was 26.3% higher in the first four months of the year compared to 2022, the preliminary data showed, while income was down 22.4%.
