Biden Administration Announces New Security Assistance for Ukraine

Today, the Department of Defense (DoD) announced additional security assistance to meet Ukraine's critical security and defense needs. This announcement is the Biden Administration's fifty-first tranche of equipment to be provided from DoD inventories for Ukraine since August 2021. This package includes additional air defense capabilities, artillery ammunition, anti-tank weapons, and other equipment to help Ukraine defend its sovereign territory and fight for its freedom from Russia's ongoing war of aggression.

This package utilizes assistance previously authorized for Ukraine during prior fiscal years under Presidential Drawdown Authority (PDA) that remained after the PDA revaluation process.

The capabilities in this package, valued at up to $100 million, include:

Stinger anti-aircraft missiles;
One High Mobility Artillery Rocket System (HIMARS) and additional ammunition;
155mm and 105mm artillery rounds;
Tube-Launched, Optically-Tracked, Wire-Guided (TOW) missiles;
Javelin and AT-4 anti-armor systems;
More than 3 million rounds of small arms ammunition;
Demolitions munitions for obstacle clearing;
Cold weather gear; and
Spare parts, maintenance, and other ancillary equipment.

The United States remains committed to working with the coalition the United States has built of some 50 Allies and partners who are providing Ukraine with the capabilities it needs to defend itself now and deter Russian aggression well into the future. Our allies and partners have stepped up to provide approximately $36 billion in security assistance to Ukraine. Under the leadership of the United States, this global coalition has enabled Ukraine's courageous forces to successfully defend Ukraine's sovereignty and independence, win critical battles that repelled Russian forces, and take back more than half of the territory seized by Russian invaders.

Security assistance for Ukraine is a smart investment in our national security. It helps to prevent a larger conflict in the region and deter potential aggression elsewhere, while strengthening our defense industrial base and creating highly skilled jobs for the American people in dozens of states across the country. It is critical that Congress take action to support Ukraine by passing the President's supplemental funding request.

Russia's gross domestic product grew 5.5% in the third quarter from a year ago — reversing a 3.5% decline in the same period last year, official estimates show.

But the growth isn't translating into affluence for many Russians on the ground.

"A large part of the Russian population have very low wages," Lipsits told the news agency.

It doesn't help that Russia's central bank has hiked its key interest rate to 15% to prop up the weak ruble that has slumped 16% against the dollar this year — which means that many people are chalking up higher debt.

Meanwhile, inflation in Russia hit 11.9% last year and is forecast to reach 7.0% to 7.5% this year.

Around 20 million people in Russia — or 14% of the population — are on the brink of poverty or already in poverty, said Lipsits.

1/ Relatives of Russian soldiers killed in the war in Ukraine are finding that they are unable to obtain compensation due to a "no body, no case" policy. Many dead Russians have not been retrieved, or their bodies have been completely destroyed, making retrieval impossible.
2/ The independent Russian news outlet Verstka reports on how relatives, commanders and prosecutors are bringing civil cases to have soldiers declared dead so that compensation can be awarded. At least 176 such cases have reached the Russian courts.
3/ Most of the known cases (126) have been brought by commanders and prosecutors, while the remaining 50 were brought by relatives. Courts can declare that a person went missing under “circumstances that threatened death,” and therefore died.
4/ This is often necessary when there is not enough left of the deceased to identify. In one case, a 50-year-old physical education teacher with no combat experience signed a volunteer's contract at the end of July 2022 and was almost immediately made a tank commander.
5/ He died on 4 October 2022 in a battle near Nova Kakhovka in the Kherson region when he was hit by a shell while leaning out of his tank. His comrades saw him reduced to fragments, but could not retrieve his remains.
6/ The man's 18-year-old son brought a case in May 2023 to have his father declared dead, and won. In August 2023, the man's bones were brought back to Russia along with those of dozens of other soldiers retrieved from the battlefield.
7/ Similar cases have been brought in relation to soldiers who suffered direct hits from artillery and missiles, as well as those whose remains were left in Ukrainian-held territory after failed assaults, or who could not be recovered because of incoming fire.
8/ Such litigation is posing challenges for the Russian courts. The man's wife, Zhanna, says "there are few such precedents, in our court such cases have never been considered before, so the judge asked to bring more and more new documents."
9/ Many soldiers have been listed as 'missing in action' with no resolution on their status. The case of Vasily Sukhanov from Shlisselburg provides one example. Originally a navy man, he was mobilised into the 25th Separate Guards Motor Rifle Brigade in late 2022.
10/ His mother Elena says that Vasily's commander "out of personal hostility one day" transferred him to a Storm Z assault brigade. "[Vasily] initially told me: this is a one-way ticket. I won’t return from there". A few days later, on 21 August, he was killed.
11/ Elena says: "The body has still not been brought home for burial, they keep telling us that there is a grey area [no man's land] there. With all this, they suggested we file a lawsuit to declare him dead, and supposedly his grave would be made there.
12/ "I want to get my son back home; he has a little three-year-old daughter and a wife." Vasily's commander has declined to help, saying "No body, no case." Appeals to the Russian Ministry of Defence and the Leningrad regional governor have been fruitless.
13/ Another example of that of Vyacheslav Dikarev from the Kaliningrad region, who went missing in action in August 2022, two weeks after joining the BARS volunteer detachment. His wife Victoria brought a case in April 2023 seeking to have him declared dead.
14/ His commander had stricken him from the list of active personnel on 28 August 2022 "due to death" but the military prosecutor's office ordered him to be listed as missing instead.
15/ The court rejected her case, leaving Victoria furious and unable to support herself and her child. "I've just been told to fuck off, to put it bluntly. I'm very angry at our Russian Federation, damn it." The authorities have so far done little to help her.
16/ Like many other Russians with missing relatives, she has had to trawl Ukrainian websites with pictures of the dead in an attempt to locate her husband's body.
17/ "Sitting constantly on these fucking Ukrainian websites and among these pictures of intestines that they post, looking for my husband, well, that's also... can you imagine? I looked every day to see if they'd post something, at least a body.
18/ "So that my subconscious made me realise: Vic, that's it, that's it. And if they don't find the body? How am I supposed to live? What am I now? I'm not a widow, but I'm not a wife either."

If we let the Russians do whatever they want, even in lands millions of Russians were wounded/killed defending before the Russian Empire/USSRcollapsed, then it's just inviting them to become more and more aggressive until it just becomes the 2nd Cold War all over again, except this time China doesn't really like us either (and has exponential military capacity relative to the 1st Cold War).

Nearly half a million people signed it. But in the country at large, anti-war voices have grown faint and the lists of those arrested or killed have grown long. Russia’s rich enjoy opulent lives while the rest of the country stagnates—and sends its children to die in something they are not allowed to call “war.”

This was the point for me that a superpower became unpredictable. This is a very dangerous characteristic. It implies desperation. I am much more certain now that Putin will start another invasion if Russia recovers militarily (conventionally) during his lifetime self anointed presidency. Putin had already made some very bold intrusions before Ukraine. For me personally, Ukraine was a 100 fold escalation of desperation. Putin wants a dangerous world because Russia is failing badly and has been doing so for at least 30 years. Accelerated decay of a broken country that needs war.

Americans always go back to Vietnam and now Afghanistan as failures. The Ukrainian invasion is exponentially worse for Russia and Ukraine and Europe. And very, very dangerous and cancerous for the US. It’s so very different than China. China still has skins in the economic game. Russia feels it has very little to lose imo. There is not enough wealth and it appears manpower to lose. All in for conventional destruction or maybe they can take free Europe with time and effort. My concern over the deficit is not sudden.

Unless a sudden nuke appears and we know where that comes from, its already been threatened by Russia. Ukraine will fall completely if Russia is not stopped and the land it stole given back. A HUGE piece of their economic ability was taken when Crimea was invaded in 2014. That must be returned for Simple viability now. It was not before, but now it must be returned.

And Ukraine's manpower problem is only going to limit what can be achieved even if support were stepped up by that much.

The real problem was the type of weapon sent. No aircraft one example. This caused the amount of weapons to fill in, basic types of artillery ammo to be used in larger amounts. EU and US made a big mistake in holding back very useful systems. American political will is a flexible sometimes whimsical factor which can based on misinformation. Ebb and flow of public temperature during specific periods. (Ukrainian deaths from collapse of apartment complexes don’t get us hot anymore; it’s still too common. Stealing children and moving them in massive numbers to create new social structures so Putin can move people around for fake voting are not even concerning )

And This war is not a financial backbreaker for us. But you are correct, it is political. Financially Healthcare and SS should be taken on.But these are kicked down the road by both parties. Our financial priorities are very fkd up Imo. Tax breaks for the rich should pay easily for so much more. “Estate planners” putting rich folks on Medicaid? And so much more offshore. There is a huge list.Much Bigger than Ukraine in many aspects.

Bottom line for me is not helping Ukraine now will hurt U.S. economy in the future. Our trade with the EU will be at risk. Ukraine is a large country. Ukraine’s SBU Blows Up Freight Train in Rail Tunnel Deep Inside Russia

The Security Service of Ukraine (SBU) blew up a freight train in a tunnel on a vital rail link between Russia and China, sources have told Kyiv Post.

The operation, conducted overnight, struck in the Severomuysky Tunnel on the Baikal Amur Mainline deep inside Russia, north of Mongolia.

A source in Ukraine’s military leadership told Kyiv Post four explosions targeted the train as it passed through the tunnel.

They added: “Currently, the Russians use this route, including for military supplies. After the explosion, it was paralyzed.”

The source said Russian security services were investigating at the scene and workers were trying to make the tunnel operational again.

There is currently no information on the extent of the damage to the tunnel itself.

Kyiv Post contacted the SBU for a comment but did not receive a response.

Russian media also reported on this incident. According to their information, on Nov. 29 at 10:18 p.m., a freight train caught fire in the Severomuysky Tunnel.

The East Siberian Transport Prosecutor's Office reported that recovery and fire trains were in operation and there are no casualties.

The Russian Telegram channel Baza reported that fuel tank on the train caught but did not say what caused it.

“What caused the fire is still unknown. Police and FSB officers are working on the spot. Also, police officers and employees of the special services work out the places of train parking," Baza reports.
