The Russia Stability Tracker
November 2023
In February 2023—one year into Russian President Vladimir Putin’s war on Ukraine—CNAS convened a group of leading U.S. experts on Putin’s Russia and authoritarianism to assess how the war is shaping political stability inside the country. This assessment updates the key pillars of Putin’s stability identified and analyzed in the February 2023 and June 2023 reports and takes into account how events over the last four months have impacted each of these pillars.
The group’s experts did not predict Wagner Head Yevgeny Prigozhin’s failed mutiny in late June 2023. Although the group highlighted his very public and personal criticisms of Defense Minister Sergei Shoigu and General Valery Gerasimov and the tensions that this created within the system, the group did not anticipate the timing or brazenness of Prigozhin’s challenge. Since the failed mutiny, Russian President Putin and the Kremlin have moved to reassert control, including by likely orchestrating Prigozhin’s death in a plane crash in August. The experts generally agreed that for now, there are no immediate threats to Putin’s hold on power, although the failed mutiny creates greater uncertainty about the long-term stability of the regime. The tracker is followed by an overarching assessment of Putin’s stability by some the group’s experts.

Here's another example of a major long-term LNG deal just recently signed. Changes in Europe's energy market are increasingly structural.
https://www.bloomberg.com/news/articles/2023-08-22/german-chemicals-giant-basf-inks-lng-supply-deal-with-cheniere?embedded-checkout=true
The lack of reliability is a cost that must be factored into the price of of cheap Russian energy, so it's not as cheap as it seems as Europeans have learned the hard war. Russia's oil is already on the global market, so it probably won't have much impact on US if sanctions are dropped given that US exports oil globally anyway.
I think Ukraine has lost a lot of negotiating leverage because the counter-offensive hasn't been the success Ukraine needed. Now we may have to lift those sanctions to get any kind of deal like you say. My point is that I wouldn't life the sanctions for nothing but for something -- it may have to be just in exchange for an armistice at this point.
Again, you're overlooking the fact that this works because Europe is sanctioning Russia. If it wouldn't be, then none of this is economically sound for Europe, much less in the longer term.
A land pipe is substantially more reliable than the logistics around LNG (ports, ships, stations, etc), it's not even close. This is exactly why Germany invested in NordStream and NordStream 2, pre-war.
But, besides that, the overall point was that the US is making money hand over first with this conflict. It's not that we're just loaning money with aid and getting nothing in return.

And of course economic ties with democratically elected Europe is what we have always wanted.
We dont need corrupt withering Russia still making money on the cheap from Europe.
We want to trade with Europe in every way possible as long as its financially sound for us.
This is what the RHINOs get that the Trumpers and their Trump ties and steaks dont understand.
They throw their money away defending Trump in all his criminal problems in court and then gripe about the economy? Like Trump is a financially sound investment?
He cant even get a loan in the US so he lies to corrupt German banks!
I say gtfoh to the idiiots...

I'm not overlooking that at all. I supported the sanctions and I still support continuing them until we can leverage them in negotiations with Russia (if it's possible but let's find out). I'm just saying that the energy market in Europe is undergoing structural changes that do benefit the US in the longterm and won't totally go away even if sanctions are eventually lifted.
We really need to make a distinction between the money the government spends and whatever economic benefit that the military industrial complex and others may get. The federal government's finances are terrible and a high interest rate environment means all the money being borrowed to supply and give to Ukraine costs even more.
The amount of money being proposed is not a good investment anymore because what is it even achieving now - a prolonged stalemate? Ukraine can't take back all its territory. This is obvious. So I'm ok with providing a small amount of support to keep Ukraine fighting while it negotiates but I want to see an end to this war even if it means accepting the reality that territory is effectively lost.

Yet the US government wont even considering paying healthcare for Americans.

Opinion: Who a ‘stalemate’ in Ukraine really benefits
...
Initially, many laughed at the Russian leadership for its failure to understand their Ukrainian opponents, its inability to see Ukrainians as they are in reality, rather than as Russian historical obsessions, propaganda and imperialistic worldviews depicted them.
Yet, many in the West apply the same self-absorbed lens to viewing Russia. They continue to presume President Vladimir Putin acts according to the same rational calculus as they do; that Russian society is as outraged by the war, or at least the sanctions and high death rate, as their societies would be; that the Kremlin elites will turn on the President when his war threatens the types of assets and interests Western elites hold dear.
But Putin isn’t worried about any of these things. He is safely ensconced at the top of his power vertical and preparing for another six-year term.
Ukraine President Volodymyr Zelensky speaks via video conference during the NATO Parliamentary Assembly, in Copenhagen, Denmark, on Monday, October 9.
Opinion: Zelensky’s inescapable new reality
For now, a static war suits Russia very well: it is socio-politically sustainable (there is currently no need for mobilization and the public are largely happy to accept the war). It is economically sustainable, and it is militarily sustainable due to stockpiles, increased production capacity and supplies from partners like Iran and North Korea.
There is no democratic pressure on Putin to stop the war and no structures even exist through which such pressure could emerge.
For Putin, the war is sustainable, but the peace probably is not. The war provides cover and justification for an increasingly repressive state, weakened welfare system and centralized governance. It consolidates the population against an external enemy.
On the contrary, peace would lead to awkward questions: For what did so many men die? Where are their bodies? And why did the army fail to achieve the stated aims of the ‘special military operation’? In this light, it is understandable that Russia has shown no serious interest in stopping the war.
Putin has said again and again that Ukraine doesn’t exist. We have Russian officials boasting almost weekly of kidnapping Ukrainian children and indoctrinating them to hate their own country. We have pages and pages of genocidal intent from state journalists. Russia has written an entire national security strategy outlining its position that the West is in freefall and now is the time to reclaim their rightful decisive place in a new multipolar order. It has reorganized its education, cultural and foreign policy doctrine to place society on a gradualist war footing.

The United States has announced its intention to "kill" the Russian gas project Arctic LNG 2
Washington will seek to shut down the Russian gas project Arctic LNG 2, which is being implemented by Novatek.
Source. This was stated by Assistant Secretary of State for Energy Jeffrey Payette during a hearing in the US Senate.
It is noted that the United States wants to replace Russian gas with its own LNG.
According to Pyatt, Washington last week imposed new sanctions against the Arctic LNG 2 project and the entities involved in it:
"Our goal is to kill this project. And we're doing that by imposing sanctions, working with our G7 partners," he emphasized.
The United States is the world leader in LNG supplies. This country accounts for more than 40% of all liquefied natural gas exports, and it intends to expand this share.
"Arctic LNG 2 is Novatek's second major LNG export project after the Yamal LNG plant, launched in 2017, with a capacity of 16.5 million tons per year.

(UKR) Major General Serhiy Kryvonos on Current State of the War:
"We were fed false hopes – telling us that in a month, they'd run out of steam, and in two months, we'd be in Crimea; that they're running low on the missiles striking our cities and villages, that they have no drones, and that they lack resources. Meanwhile, the Russians steadily increased their capabilities through swift error analysis and effective countermeasures to our operations."
He now advocates Ukraine digging in and taking a defensive stance.
During the broadcast, Kryvonos said that "the enemy has achieved excellent results" through the efficient fortification of their positions. He pointed out the importance of similar measures to deter aggressors as effectively as the enemy has stalled Ukrainian forces, emphasizing the potential to save soldiers’ lives.

It would reduce military spending if we didn't have to buy new stuff to replace what we're giving to Ukraine (HIMARS, Javelins, PATRIOT missiles and on and on). It is bipartisan. The disastrous decisions we've made in the past two decades or so have been largely bipartisan (see Iraq War).

Well, that's demonstrably not true, as the contracts pre-war favored the much more economical import of Russian gas.
What you're saying is that if sanctions are lifted, European companies will continue to pay more for gas because?

I'm in full agreement with the sanctions and that the sanctions benefited the US to some extent, but long-term agreements outlast the lifting of sanctions. They wouldn't be making these long-term agreements for 20-30 years if they didn't.
European governments will probably buy more Russian energy if sanctions are lifted but the market has changed with these long-term agreements and with Russia no longer considered a reliable supplier. I'm just making the point that it doesn't all go away if sanctions are lifted which is what you seemed to suggest.
There's a grand total of zero legislation to reduce military spending. The question is if part of it goes to support Ukraine and bolster our geopolitical position or not.
The real question is if we increase the military spending or not in order to fund donations to Ukraine. I think I misunderstood what you were trying to say about reducing spending -- I'm not sure why that's relevant to the real question at hand that I just mentioned.
Why don’t you just say it?
Say what?

Because it doesn't make any economic sense. If the sanctions are lifted and there's no actual limitation from Russia to import gas to Europe again, then those agreements are simply not competitive. This is simple economics.
Europe also had (large) agreements with Russia which quickly ended when the war broke out. The notion that uncompetitive agreements will remain in place if sanctions are lifted is pure fantasy.
Companies have a duty to shareholders, not some national obligation. It would be a dereliction of duty not to take the cheaper source.
The real question is if we increase the military spending or not in order to fund donations to Ukraine. I think I misunderstood what you were trying to say about reducing spending -- I'm not sure why that's relevant to the real question at hand that I just mentioned.
But this is red-herring. We always increase military spending, whether we spend it in Ukraine or not. It's relevant in your claim that the Ukraine aid is an investment and not making that investment would save the government money.

In occupied Crimea, mobilised Russians beat their commander to death.
Mobilised Russians in occupied Crimea have beaten up their colonel, which resulted in his death. This is reported by the GUR.
The beating took place in the temporarily occupied Simferopol on 1 November.
A group of mobilised soldiers of the 20th Motor Rifle Division, part of the 8th Army of the Southern Military District of the Russian Armed Forces, inflicted grievous bodily harm on Colonel Musurbekov," the report said.
on 7 November, a hospital in Simferopol stated Musurbekov's death from his injuries.
The officer of the Russian occupation army held the position of deputy commander of the regiment.
The Russian servicemen suspected of killing the colonel changed into civilian clothes on the same day, deserted from the military unit and fled to the Krasnodar region of the Russian Federation.

Saudi Energy Minister Blames Speculators for Oil Price Drop
Oil demand is healthy and speculators are to blame for the recent drop in crude prices, said Saudi Arabia’s energy minister.
It’s not weak,” Prince Abdulaziz bin Salman told reporters in Riyadh, when asked about the decline in oil prices. “People are pretending it’s weak. It’s all a ploy.”
The minister said some participants in the oil market have been misunderstanding increases in oil exports in recent months from Arab nations in OPEC and their correlation with those countries’ production. Shipments are seasonal and tend to dip in summer, then rise again in September and October, meaning they should not be viewed as reflecting fluctuations in output, he said.
“It’s an abuse of numbers” to fail to distinguish between rising exports and rising production, said Prince Abdulaziz.

Russia is making all kinds of tactical mistakes. However, it seems that Russia's overall strategy of simply wearing down Ukraine is working though.
Here's another example of a pretty pro-ukraine European politician seemingly realizing the same.
Czech President: Developments do not indicate that the Ukrainian side will gain a military advantage (novinky.cz)
"Negotiations may begin next year, as developments do not indicate that the Ukrainian side will gain a military advantage. Time plays in favor of Russia, which has a strong mobilization base of manpower. Having won time, it will also be able to replenish its material base, which it has long lacked. We see massive shipments from North Korea, we see attempts to circumvent sanctions," the Czech president said at the Diplomacy and Security conference.

People are sort of glossing over how politically difficult it's going to be to actually get Ukraine into the EU and NATO.
Sweden is an almost perfect candidate by nearly every measure and yet look how drawn out this process has become for its NATO membership. Ukraine has totally unprecedented complications to its membership so it will be substantially harder.

So getting more green russian troops killed after most season troops were killed is winning? Ok
Are you related to DMC by any chance?

My point is that russia tactical strategy is to send human waves against well prepared Ukrainian defensive positions. That will win some battles but not the war.
Ukraine's strategic plans is to weaken russian militarily until they can apply force. So far, russia has been throwing its reserves at the Ukranian counter offensive and to draw Ukrainian forces away.
It has cost the russians dearly and they will not be able to sustain these loses of men and equipment.
Sure, putler can continue pushing his men to the front lines but he should expect more of the same losses. Time does not favor russia with that strategy.
As far as what the Czech president, he would continue fighting if it was Czech that putler was invading; right now with no dog in the fight, he is Monday morning quarterbacking.
I still see Ukraine in strong position able to continue attacking and pushing all the way to Crimea.

Listen, the Ukrainians are not conducting mass wave attacks and are holding back troops/resources until the time/place is favorable to them.
The Czech president knows that so it is highly probable that his statements are meant for the russians and not the Ukrainians.
Think about that.

Actually, the commander in chief said it will take at least a year as a supply of advanced technology is needed to break the deadlock at the front. (My words: fighting with old tech sucks)
"Zaluzhnyi acknowledges that this new phase of support is unlikely to occur in the near future, so the stalemate on the front will remain in place. “There will most likely be no deep and beautiful breakthrough,” Zaluzhnyi told The Economist, with characteristic irony.
The Ukrainian leader admits that he is under pressure to negotiate a ceasefire but has ruled it out because it would signify “leaving an open wound for future generations.”"
What else will it take to convince you?

That convinces me that the war is at a stalemate and probably won't change a whole lot.
I know some F-16s are coming (probably limited in number) and more air defense. I just don't see where the "massive technological leap" is coming from that decisively breaks through all of Russia's defense.

So the war will likely stay at a stalemate and negotiations will be necessary if so.

The Ukrainians are in it for the long haul and are determined to make the russians pay as they do not want another russian invasion down the road.
Eventually, a peace will be negotiated but only Ukraine will say when and what terms will be acceptable to it.
The longer it takes, the more russia will suffer militarily, politically, and financially.
I do not see it ending well for russia, however long it takes.

Ukrainian investigators preserve heritage as Russia targets its cultural legacy
...
Hundreds of museums, libraries and monuments have also been bombed, burned or shelled. Last February, Russians razed a small folk museum near Kyiv. Nearby buildings were left untouched.
Farther east, a Russian rocket destroyed the Skovoroda museum in the Kharkiv region. Locals carried out the only surviving statue like a wounded patient.
Ukraine has accused Russia of looting more than 30 museums, calling it the biggest art theft since the Nazis in World War II. In Kherson, Russian soldiers cut paintings from frames, dragged out priceless antiques and cleaned out more than 10,000 works of art from the Kherson Museum.
Russians also targeted ancient gold ornaments at the Melitopol Museum of Local History. Museum workers hastily hid the treasures in cardboard boxes in the museum's dank, unfinished basement. Russians headed to the museum and threatened to shoot the locks off the door.

By the way, I don't support the US cutting off all support for Ukraine and never have. But we shouldn't be footing the bill for a quixotic attempt to reclaim all territory which will cost a lot more. EU can if they want to. Read my many posts on this and you'd know that.

By the way, I don't support the US cutting off all support for Ukraine and never have. But we shouldn't be footing the bill for a quixotic attempt to reclaim all territory which will cost a lot more. EU can if they want to. Read my many posts on this and you'd know that.
Quixotic? I have read the serials several times. How do you figure?

The "current" battlefield situation continually changes, and in the case of Ukraine is possibly directly related to the support different countries can provide to it.
That, however, doesn't mean the US or any other country should be deciding what's best for Ukraine. That's a decision they'll have to make themselves.
What you didn't post is also related to your point, because when Europe says they have no choice but continue supporting, it's implicit that they don't think Russia is serious about any negotiation.
Putler's calculation is that if his soyboy Trump is elected next year, the US will bend the knee, and thus make things more difficult for Ukraine and Europe in general.

As Cargo Flights Leave Kaliningrad, Air Defence Systems Disappear
...
Other users on X speculated about what cargo the planes could be moving, particularly the flights by the larger Antonov An-124 Ruslan planes, one of the largest heavy strategic military transport aircraft in use today. Users on X suggested that the cargo could contain S-400 missile systems bound for Rostov-on-Don after recent Ukrainian strikes using long-distance ATACMS missiles damaged Russian air defences in the occupied Luhansk region. On November 9, the UK’s Ministry of Defence wrote that in order to maintain coverage over Ukraine, it was “highly likely” that Russia would need to reallocate surface-to-air missile systems from elsewhere.
This prompted Bellingcat to investigate.
Bellingcat has found a marked change at two air defence sites in synthetic-aperture radar (SAR) imagery since the reported cargo flights, indicating that at least some of Russia’s S-400 batteries have indeed been moved away from their previous locations in the Kaliningrad Region. Where exactly they have gone remains uncertain.

To those who have missed the previous 30 years, here is a short list of the results of negotiations with Russia that it never respected:
1. The Budapest Memorandum of 1994. Russia agreed to “respect independence, sovereignty, and the existing borders of Ukraine” as well as “refrain from the threat or use of force against the territorial integrity or political independence of Ukraine”. Breached by Russia invading Crimea in 2014.
2. The Russian-Ukrainian Friendship Treaty of 1997. Russia agreed to respect Ukraine’s territorial integrity and “reaffirmed the inviolability of the borders” between the two countries. Russia breached it in 2014.
3. The OSCE Istanbul Summit in 1999. Russia committed to withdrawing its troops from Moldova’s Transdniestrian region and Georgia until the end of 2002. That never happened.
4. The 2008 Georgia ceasefire agreement following Russian aggression against the country. Russia agreed that “Russian military forces must withdraw to the lines prior to the start of hostilities”. That never happened.
5. The Ilovaysk “Green Corridor” in August 2014 and other “humanitarian” death corridors. Russia pledged to let Ukrainian forces leave the encircled town of Ilovaysk in the east of Ukraine, but instead opened fire and killed 366 Ukrainian troops. In the following years, Russia attacked numerous humanitarian corridors in Syria.
6. The “Minsk” agreements of 2014 and 2015. Russia agreed to cease the fire in the east of Ukraine. There had been 200 rounds of talks and 20 attempts to enforce a ceasefire, all of which the Russian side promptly violated. On February 24th, 2022, Russia launched a full-scale invasion of Ukraine.
7. The 2022 Black Sea Grain Initiative. Russia pledged to “provide maximum assurances regarding a safe and secure environment for all vessels engaged in this initiative." It then hindered the initiative's operation for months before withdrawing unilaterally a year later.
NB: I am only focused on deals made with Russia to address specific issues and conflicts. I am not mentioning almost 400 international treaties that Russia has breached since 2014.
There are no conclusions to be drawn here, except that no one can seriously use the words "Russia" and "negotiations" in the same phrase.
Putin is a habitual liar who promised international leaders that he would not attack Ukraine days before his invasion in February 2022.
Russia's tactic has remained consistent in its many wars over the last three decades: kill, grab, lie, and deny.
Why would anyone genuinely believe that Russia in 2023 is any different from Russia in 1994, 1997, 1999, 2008, 2014, 2015, and 2022?
I am just going to post this when Dan starts babbling about quixotic negotiations from Ukraine.

"The battle in eastern Ukraine is really almost over, all of the Ukrainian troops there have been largely surrounded and cut off. From what I've read, Russia is not going to have a budget surplus but will have a relatively small budget deficit.
The US, on the other hand, is going to have another whopper of a budget deficit. Our country's finances are an absolute train wreck.

Imagine glorifying Russia because they scuttled their future prosperity to fund a war.
In the Russian Federation, the average household net-adjusted disposable income per capita is USD 19,546 a year
In terms of employment, about 70% of people aged 15 to 64 in the Russian Federation have a paid job
life expectancy at birth in the Russian Federation is around 73 years
62% of people say they are satisfied with the quality of their water

:lol you really can't compare the two. The US economy is one order of magnitude bigger than Russia. Heck, California and Texas individually each have a larger economy than Russia.
Russia is also one of the few industrialized countries (certainly the only one in the top 10), that have seen their GDP actually shrink last year (by 2%).

Outside of the crossing of the Dnipro that RUS is failing to contain and Andiivka there is not much going on until it freezes hard. It seems strange to me that RUS propaganda is framing this as a war for freedom in the vein of their Great War defeating the Germans yet they are the ones griding down entire divisions in urban assaults.
I am also saddened that a lot of the people being sent into the grinder are Mongol tribesmen from Eastern RUS. It is both ironic and reprehensible that Moscow is sending Mongols to try and once again depopulate the Ukrainian state.

Long story short it's West vs Russia now. So "War for Freedom" isn't a hard sell.
IMO the big wild card here is Putin's health. Two ways. If this were 2000 Vlad then Russian invasion is likely more successful but also if he's gone I think many regular everyday Russians will be open to returning to peaceful everyday life. And one that includes traveling and enjoying Europe.
The thing with Slavics and especially Russia is stubbornness & resilience is one of the main strengths. It's literally impossible to wipe out the Russian people. And their long term dedication to this War is now being rewarded as Ukrainians is losing financial support and angering allies.

Russia to raise GDP by 3% in 2023
President Vladimir Putin said on Friday that Russia's economic growth was set to exceed 3% this year, slightly better than previous official forecasts. Russia's economy shrank 2.1% in 2022, as the West imposed sweeping sanctions against Russia over conflict in Ukraine.

Yes. Stubbornness is clearly my negative spin on it. It's double edged sword quality. Every main culture has one too.
For example one specific War with Poland - Russians moved their capital instead of accepting inevitable defeat. Abandoning Moscow in the process. Other/most Europeans would just take the L and regroup. Poland had no plans nor capability of controlling their neighbor. To our credit we didn't destroy anything in their capital and thus I think they paid us the same respect during the Cold War.
Even today who has the resources to chase Russia around that vast land. Ofourse this is hypothetical War games because no Westerners are attempting to encroach on Russian land. Thus their "Great War" story will steadily run dry in the eyes of the Russian people.

We have been neighbors for almost 1,000 years. Up until recent history, Europeans were constantly at War. Hence why Europe conquered so much of the Globe, perfected War with all the practice.
Remember it was Stalin that gave us back Western land from Deutschland. The Russians took Kaliningrad but fairly we kept Gdansk. During the Cold War they respected our Catholicism.

Sanctions bite: Russian oil prices plunge below threshold :lol
The price of the main Russian export grade of oil, Urals, has returned to the sanctioned level set by G7 countries at $60 per barrel, reports Reuters.
The prices of the Russian Urals oil today, November 17, have fallen below the Western maximum threshold price of $60 per barrel. This occurred against the backdrop of new U.S. sanctions against shipowners and a decrease in global oil prices.
According to reports, the U.S. Treasury Department announced yesterday that it had imposed sanctions on three companies based in the United Arab Emirates and three vessels owned by them, alleging their involvement in exporting Russian crude oil at prices above $60.
Overall, the estimated price of Urals on a Free on Board (FOB) basis for delivery from the Baltic to India on November 17 has dropped to $58-59 per barrel.
