Well, if his intention was to surround himself with people willing to look the other way for his crimes, that would make sense.

The great lingering question that decent Republicans cringe to think about is what his hires say about him. Many seem to be staking out the ground that they want to fight on to defend him at all costs, and that is a little sad to watch, even for me.
